CeLeen, an operating firm of Command Holdings, is seeking a Human Resource Specialist to support USAID's Bureau for Democracy, Human Rights, and Governance (DRG). The Human Resource Specialist will be responsible for providing human resources and operations support for the 90 staff members of the DRG Bureau. Additionally, the HR Specialist will provide backup support to the other DRG Bureau support positions as necessary. The HR Specialist will report to the Management Cadre Support (MCS) Team.
The ideal candidate must be highly organized, flexible, and solutions-oriented, with strong communication and multitasking abilities. This position also requires the utmost discretion to safeguard sensitive personnel information.
Responsibilities may include but are not limited to:
- Establishing and maintaining systems and processes to monitor and advance a range of personnel issues.
- Serving as the point of contact and information concerning staffing issues. Coordinate, assemble and finalize correspondence such as action memos, executive correspondence, procurement documents, and all memoranda related to management, on-boarding/off-boarding, and recruitment of DRG staff, and tracking and reporting on DRG Bureau staffing patterns and related support issues.
- Monitoring performance management calendars for all hiring types, provides accurate updates, information, forms, and support for all staff to enable them to complete their performance management obligations in a timely fashion.
- Supporting the DRG Bureau’s management and compliance with agency policies, procedures, deadlines, and taskers regarding official personnel files and/or staff recruitment packages.
- Coordinates with the DRG Bureau Administrative Management Services (AMS) liaisons to facilitate the process for obtaining security clearances and badges.
- Managing the revalidation and submission of new staff’s security clearances.
- Providing advice and guidance to managers and employees on questions and matters related to human resources as appropriate.
- Determining pertinent issues, collecting, and sharing relevant information from a variety of sources in adherence to Agency guidelines, policies and regulations, particularly as they related to human resources and related issues.
- Performing other related duties as assigned.
Expected salary range: $80,000 - $100,000
Work Environment:
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
- Ability to sit at a computer terminal for an extended period of time.
Physical Demands:
- While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.

Basic Qualifications
- Current, active Secret security clearance.
- 3+ years of experience in human resource management, including related to staff recruitment, hiring, onboarding, personnel performance management, and offboarding.
- 1+ years of experience organizing and managing systems, processes, communications, documents, and data related to human resources in a large (50+ employee) organization.
- 1+ years of experience working with databases supporting human resources.
- Demonstrated ability to communicate both orally and in writing; organizational skills showing attention to detail.
- Ability to troubleshoot technology issues during meetings and events.
- Outstanding communication skills, influencing abilities, and client focus.
- Professional proficiency in English is required.

Preferred Qualifications
- Bachelor's degree.
