SUMMARY OF DUTIES:
This position is responsible for managing and driving change around SD&O’s Workforce Governance and Compliance as it relates to timekeeping, hours of service compliance (49 CFR 228), fatigue risk mitigation and compliance (49 CFR 270), collective bargaining compliance, and daily crew management governance.
This position is responsible for overseeing SD&O’s fatigue risk mitigation and compliance activities, including the management of 6 & 14 day cycles, all bulletin & scheduled weekly jobs, notification of fatigue modeling results (FAID Model) for any new service with the FRA, and drive change to ensure future compliance. This position will be the primary point of contact for SD&O’s Hours of Service compliance, including coordinating HOS transactions for FRA. These responsibilities include the management and authority to drive change to applicable policies and guidelines of the respective programs.
By effectively fulfilling these responsibilities, this position will contribute to the organization's overall success by optimizing workforce utilization, reducing costs, and mitigating risk.
ESSENTIAL FUNCTIONS:
- Regulatory Compliance: Develop, implement, and maintain SD&O's regulatory compliance program for workforce management. This includes ensuring adherence to applicable laws, regulations (such as 49 CFR 228 and 49 CFR 270), and Amtrak policies. The role will actively engage with business leaders to provide compliance oversight, guidance, and drive continuous improvement initiatives to ensure policies and guidelines remain relevant and effective.
- Fatigue Risk Management: Manages and oversees SD&O's fatigue risk mitigation efforts, managing the analysis of 6- and 14-day cycles, reviewing bulletins and scheduled jobs, and notifying the FRA of fatigue modeling results for new services.
- Hours of Service Compliance: Serves as the primary point of contact for SD&O's HOS compliance, coordinating HOS transactions with the FRA for all crew bases.
- Timekeeping Compliance: Develops and oversees SD&O's efforts to identify and rectify timekeeping anomalies, presents findings to leadership, and identifies opportunities for schedule efficiencies.
- Data Validation and Analysis: Oversees the validation of workforce data to ensure accurate reporting relationships between LMS and SAP, taking corrective action as needed.
- Reporting and Analysis: Reviews and distributes weekly reports on attendance trends and manpower availability to inform strategic decision-making.
- Training and Development: Partners with the Learning and Development team to implement strategically aligned compliance training.
- Compliance Culture: Champions a culture of compliance at Amtrak.
- Compliance Monitoring: Conducts compliance reviews to assess adherence to regulatory requirements and internal policies.
- Ad-hoc Requests: Prioritizes and delivers timely and accurate responses to ad-hoc requests from internal and external stakeholders.
- Stakeholder Relationships: Maintains effective working relationships with business unit managers.
- Industry Knowledge: Stays informed about current and emerging compliance trends and requirements.
MINIMUM QUALIFICATIONS:
- Bachelor’s Degree in the sciences, Engineering, Business Administration, Operation Management, Transportation Management or related field, or the equiv. combination of education, training, and/or experience.
- Minimum 7 years of relevant experience
- Demonstrated experience in Crew Management T&E or OBS environment, IMCS/Engineering or Mechanical Workforce Management. Must have thorough knowledge of the Amtrak Corporate Policies.
- Possess a working knowledge of MS Office, SAP, VSSPRO, Arrow and LMS, EPS, Maximo, and EDW
- Must be flexible regarding work hours and on call availability.
- Demonstrated ability to improve work processes in their department, business units and functional areas in support of the strategic plan.
- Experience in working with multiple team members and senior staff. Able to communicate well with senior management both orally and in writing. Build relationships in adherence with all of Amtrak’s core competencies.
MIMINUM KSA (Knowledge, Skills, and Abilities):
- Strong technical expertise in quality assurance, audit, and safety, along with data analysis skills
- Familiarity with Salesforce, Tableau, SQL, and similar software such as Arrow and CICS.
- Knowledgeable in railroad operations, specifically working knowledge of Amtrak’s route structure, operating rules and practices, passenger equipment types and general train makeup characteristics.
- Effective communication skills, including writing, briefing, and presentations.
- Innovative, adaptable, and committed, with the ability to maintain relationships at all levels.
- Skilled at analyzing quantitative data and qualitative information related to railroad operations, maintenance, and safety performance.
- Proficient in identifying trends and applying data-supported persuasion.
- Thorough understanding of applicable federal, state, and local regulations
- Must be able to multi-task and work through organizational inefficiencies to lead change.
- Must have the ability to identify change opportunities and fully implement solutions.
- Prior functional experience in Crew Management, train operations, equipment utilization, field transportation management, manpower utilization, stations/customer service.
- Thorough understanding of the interrelationship that train operations, payroll and manpower play in providing service to our passengers.
- Practical work experience with Amtrak labor agreements, safety and environmental regulations and applicable federal codes and statutes governing railroad operations.
WORK ENVIRONMENT:
- Fast-paced, high-pressure operating environment. Involves managing multiple priorities under rigid time constraints.

COMMUNICATIONS AND INTERPERSONAL SKILLS:
- Must have excellent oral and written communication skills.
The salary/hourly range is $113,200 - $146,664. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
