A Day in the Life:
As an Environmental Specialist supporting the Permitting Department, you will collaborate with multi-discipline project teams related to our environmental risk. Additional work you will be doing includes:
- Providing route adjustment recommendations
- Coordinating and performing environmental or cultural resource surveys as needed
- Collaborating with others regarding required permits, acquiring such permits, and monitoring and managing compliance with permits and waste management during construction activities through permit closeout
- Recommending environmental construction standard processes for expansion and/or maintenance of new and existing pipelines and facilities
- Managing scope, budget, and schedule for assigned projects; tracking and maintaining project status through department reporting tools and communicating regularly to project teams
- Procuring contractors as needs arise for wetland delineations, cultural resource reviews, storm water plan designs, mitigation requirements, and threatened and endangered species surveys
- Preparing environmental authorization packages for each project
- Evaluating and communicating changes in new environmental rules/policies within operating area

Responsibilities/Expectations:
- Develops, maintains and provides guidance on environmental processes/policies
- Assesses environmental risk, provides recommendations to address risk and participates in or runs the approved course of action, including required regulatory documentation
- Participates in environmental project planning and implementation, including scheduling, cost estimating, preparation of environmental impact assessments and reporting
- Provides guidance and mentors others
- Prepares and submits sophisticated applications to procure environmental permits, renewals, approvals, variances, and other authorizations and coordinate with company partners
- Performs environmental compliance audits and due diligence investigations, as the need arises
- Identifies environmental training needs and provides training
- Develops, recommends and implements improvements for systems and practices in air, water, waste management and/or remediation activities for assigned areas
- Prepares and submits all required compliance reports/certifications; develops and maintains documentation related to environmental compliance programs
- Cultivates relationships between Williams and regulatory agencies
- Interprets applicable federal, state and local environmental regulations and ensures compliance with such regulations
- Other duties as assigned
Education/Years of Experience:
- Required: Bachelor’s degree and minimum eight (8) years’ environmental experience
Other Requirements:
- Preferred: General working knowledge of air quality compliance, water discharge, waste management, and SPCC requirements, as well as familiarity with CAA, CWA, RCRA, CERCLA, SARA, TSCA, DOT, and FERC regulations
- Preferred: Performs operational support functions related to overall air permitting and compliance for interstate transmission and/or midstream natural gas gathering & processing assets
- Preferred: Conducts periodic State regulations review
- Experience with state and local environmental regulations for Washington, Utah, Oregon, Colorado, Wyoming & Idaho
- Oil and gas industry experience, predominantly with broad natural gas gathering, processing and transmission emphasis
- Knowledge and experience with permitting under the United States Army Corps of Engineers
- Experience coordinating with state and federal agencies including the United States Army Corps of Engineers and United States Fish and Wildlife Service
- Knowledge of the Clean Water Act regulations, primarily sections 404 and 401
- Experience in wetland delineations, threatened/endangered species surveys, and/or preparing environmental permits with state and federal agencies
- Preferred: Experience with waste management, storm water management, and water quality standard methodologies
- Demonstrates excellent organizational/interpersonal skills and safety as the utmost priority
- Proficiency in Microsoft Office Applications and PC skills
