JOB SUMMARY / PURPOSE OF POSITION
The Waste Management Specialist I is responsible for assisting in the implementation of the waste management program and requirements as imposed by the DOE and other federal, state, or local regulatory agencies. This position assists in waste generator services (WGS), waste shipping, and waste characterization and inventory management and reporting in accordance with company procedures and regulatory requirements.
REQUIREMENTS/SPECIFICATIONS
Education/Experience:
- BA/BS in Engineering, Natural Sciences, or related environmental science field
- Two (2) years of experience or equivalent combination of education and related experience.
Preferred Qualifications:
- Previous experience with CHBWV and Waste Planning and Disposition.
- Experience and training in Resource Conservation and Recovery Act and DOT regulations.
- Familiar with Electronic Waste Tracking System and RadMan characterization suite.
Other Requirements:
- Must possess a broad knowledge of environmental theories, principles, techniques, policies, regulations, and legal requirements to successfully complete difficult assignments.
- Must be able to work under general supervision exercising reasonable judgment in determining objectives of assignments according to established procedures. Must be able to perform tasks which are usually from detailed instructions and established procedures. Must be able to use own judgment in locating, selecting, and applying most appropriate environmental guidelines, references, and procedures.
- Must be able to assist in providing technical direction and guidance to department and company engineers, operators, and other personnel on regulatory matters relating to environmental compliance issues or concerns. Assists in negotiations with other department engineers and regulators to establish appropriate levels of environmental compliance and reporting.
- Must be able to read, understand, and apply EPA, DOT, and OSHA regulations and DOE orders. Must possess basic computer skills and application of department software applications.
- Must execute a broad scope of specific environmental and waste management practices affecting the accuracy, reliability, or acceptability of further processes or services.
- Must be able to (Company-wide) assist in providing regulatory, DOE compliance, and technical guidance and direction for determining a course or courses of action to implement or maintain conformance with regulatory/compliance strategies, involving the interpretation and/or solving of basic regulatory issues.
- Must be able to maintain conformance with regulatory/compliance strategies by interpreting and/or solving basic regulatory issues; communicating with personnel at more senior levels.
- Must be able to interface with employees in the department, division, and organization. Must be able to plan, coordinate, or advise on work efforts or to resolve environmental engineering problems toward mutual goals.
- Radioactive Worker 1 or 2, OSHA 24- or 40-hour HAZWOPER training, DOT general awareness/familiarization training (minimum), RCRA general awareness (minimum). Company training can be provided for these requirements as needed.

MAJOR RESPONSIBILITIES/DUTIES/TASKS
- Maintain a safe and healthy work environment by following established safe work practices and procedures; investigating and reporting identified safety concerns or situations.
- Adhere to standards contained in the Company “Code of Conduct,” Company EEO practices, and DOE directives.
- Assist others in developing, implementing, and maintaining regulatory and DOE compliance submittals, and inspection procedures and programs designed to minimize deficiencies and ensure compliance with existing federal, state, and local laws, regulations, licenses, permits, and ordinances pertaining to the health, safety, and environment control at CHBWV facilities.
- Prepare shipping instructions and shipping documents using company provided software
- Apply basic knowledge of DOT, EPA, and DOE Orders as applied to waste shipping and characterization
- Advance the waste management program by applying regulatory, DOE compliance, and technical expertise and knowledge.
- Assist the Waste Planning and Disposition (WPD) team by conducting field oversight and developing shipping documents and waste profile.
- Assume management of the High-Level Waste management program and cask storage pad.
- Remain current on specific requirements imposed by government agencies by reading statutes, regulations, licenses, and permits.
- Maintain a working knowledge of the regulations, DOE orders and treatment and disposal facility waste acceptance criteria.
- Assist in the maintenance of records and documentation by conforming to established department and Company policies and procedures for records management; support data retention capability initiatives to meet required needs.
- Regular attendance is required.
- Contributes to team effort by accomplishing related results as needed.
- Provide Waste Generator Services (WGS) Tech backup as needed for first and second shift field oversight.
