Cameo Consulting Group, LLC a management consulting practice based out of Alexandria, VA, is seeking a qualified and available HR Benefits and Retirement Specialists to support a the Department of Transportation (MARAD) in Washington, D.C. The positions is full-time, long-term, and available upon contract award.

The contractor shall provide Human Resource (HR) administrative tasks in support to the NSWCPD HR Division. Areas requiring administrative support include LER, Staffing and Classification, Workforce Development, and Human Resources Policy, Planning and Analysis. Position is full time in PHILADELPHIA PA 19112.
Job Overview
We are seeking a dedicated and detail-oriented Human Resources Specialist to join our team. In this role, you will be responsible for managing various HR functions, including conflict management, benefits administration, and HR sourcing. The ideal candidate will possess strong project management skills and be proficient in using HR software such as SAP and Dayforce. This position is essential for fostering a positive workplace culture and ensuring compliance with employment laws.
Responsibilities
- 3.4.1 The contractor shall provide answers to recurring employee questions and provide explanations to routine HR policy. The contractor shall review human resources laws, policies, rules, and procedures, and provide routine informational support to applicants, employees, HR Advisors and Administrative Officers (AOs). The contractor shall file and track course completions and employee relation case files. The contractor shall provide information on benefits and entitlements, awards, leave policies, telework policies, and performance management systems.
- 3.4.2 The contract shall prepare inputs, edits, and updates in HR database. The contractor shall be required to utilize and update various systems for data entry and report generation, to include but not limited to: Defense Civilian Personnel Data System (DCPDS), My Performance Tool, Total Workforce Management System (TWMS), Navy Enterprise Repository Program (N-ERP), Defense Civilian Pay System (DCPS), USA Staffing, USA Jobs, On Boarding Manager, Electronic-Director, Acquisition Career Management (e-DACM), Joint Personnel Adjudication System (JPAS), HRLink, Enterprise Data Warehouse (EDW), Total Force Manpower Management System (TFMMS), Electronic-Director, and Employee Verification System (E-Verify), as well as various internal HR tools.
- 3.4.3 The contractor shall scan, copy, gather, summarize, review, and analyze documents, and develop forms and correspondence. The contractor shall gather, maintain and file official records related to the various programs listed above in accordance with NSWCPD’s records management policy and practices. The contractor shall provide administrative support of the audio visual and communication capability as needed to support the various HR programs. The contractor shall provide support documenting processes, initiating, and assisting in the facilitation of meetings, capturing metrics, scheduling, recordkeeping, reporting, and coordination across various organizations internal and external to the command. The contractor shall review HR forms and job applications for completeness. The contractor shall distribute and track HR action requests. The contractor shall provide a monthly status report (A001). external to NSWCPD. The contractor shall receive and gather supply requests and assist in coordinating the request to acquisition POC for processing.
- 3.4.4 The contractor shall perform administrative/technical duties in human resources functional areas. The contractor shall assist HR specialists in performing tasks such as, drafting correspondence, memos, slides, position papers, and news articles.
Qualifications
- Proven experience in human resources management or a related field.
- Strong conflict management skills with the ability to mediate disputes effectively.
- Familiarity with benefits administration processes and regulations.
- Must have 2 years of Federal HR experience
- Experience in HR sourcing techniques to attract high-quality candidates.
- Excellent project management skills with the ability to handle multiple tasks simultaneously.
- Strong communication skills, both written and verbal, with an emphasis on interpersonal interactions.
- A proactive approach to problem-solving and decision-making within an HR context.
