Leidos has an opportunity within the newly created Digital Modernization Practice Area, leading Business Management for the Repeatable Offerings (RO) organization. The RO organization is the delivery arm of the Digital Modernization sector’s Repeatable Offerings, delivering differentiated capabilities and managed services across the sector and the larger Leidos corporation. We’re seeking qualified candidates for the position of Senior Business Manager (SBM), an internally-focused position responsible for overseeing and optimizing critical business functions to ensure operational excellence and compliance. This multifaceted position requires strategic thinking. Candidate will oversee and optimize daily operations, ensuring financial growth, and contribute to our long-term success. This position will report directly to the Vice President of Repeatable Offerings.
The RO Senior Business Manager is a key senior leader contributing to operational excellence and ensuring compliance across multiple business functions. The SBM will keep the business productive, efficient and organized at all times, and will work closely with the finance team to develop budgets, financial forecasts, and cost control measures. The selected candidate will monitor and manage financial performance and implement strategies for improvement, and will ensure optimization of procurement processes for efficiency and cost-effectiveness on program. They will establish the future Service Center strategy for the organization. They will collaborate with security teams to address and mitigate potential risks and oversee subcontractor relationships and performance. This position will be critical in managing a complex engineering and IT service delivery program involving multiple service offerings and functions, multiple priorities, and complex responsibilities.
The team is in multiple locations, to include on-site in Blacksburg, VA and Boise, ID, as well as virtually, and the selected candidate may be required to travel to those locations, among other customer-specific locations.
Primary Responsibilities:
- Oversee the end-to-end business management process for the RO organization, ensuring high-quality and efficient operations to meet customer and business objectives for the delivery organization and respective customers, and ensuring the growth and continued success of the delivery of more than $130M of total value annually. Business Management includes financial modeling and reporting, business rhythms, resource allocations, employee engagement, subcontracting and procurement, and other related functions.
- Serve as a strategic leader contributing to operational excellence and ensuring compliance across multiple business functions, including the strategy for future Service Center creation and allocation.
- Oversee and optimize daily operations, ensuring financial growth, efficiency, and long-term success of repeatable IT offerings.
- Work closely with the finance team to develop budgets, financial forecasts, and cost control measures, implementing strategies for financial improvement. Manage budgets, resource allocation, and cost controls to maximize operational efficiency while ensuring high-quality service delivery, and conducting financial trade-offs to balance cost, performance, and risk in service delivery and operations. Specifically, apply your expertise to the following areas:
- Analyze current period, QTD, and YTD actuals against forecast the project level and budget category (e.g., platform software, PMO labor, etc.) and understand the reasons for the delta.
- Work with the Finance team to update service center EACs for monthly, quarterly, and annual forecasts.
- Develop and maintain a budget for cost and allocation.
- Review weekly cost reports for anomalies and investigate as required.
- Forecast and model all indirect spend and make any necessary changes to the budget.
- Review costs of repeatable offerings in execution and compare against quoted costs, and work with the delivery teams to update costs as needed.
- Oversee subcontractor relationships, procurement processes, and supplier performance to optimize cost-effectiveness and operational efficiency.
- Collaborate with engineering, security, and IT teams to address and mitigate potential business and cybersecurity risks.
- Develop and implement business strategies to enhance the scalability and market competitiveness of repeatable IT services.
- Identify opportunities for revenue growth and cost optimization, balancing financial trade-offs with performance outcomes.
- Lead, mentor, and develop cross-functional teams, fostering a culture of collaboration, innovation, and continuous improvement.
- Build and maintain strong relationships with customers, partners, and internal stakeholders to drive business growth and strategic alignment.
- Support the implementation of Memorandums of Understanding (MOUs) and fixed price (FP) allocations of cost for Repeatable Offerings between the RO organization and consuming customers, and drive alignment and adherence to those MOUs and pricing during Service Delivery.
- Identify and assist with the implementation of automation and process improvement initiatives to enhance service quality and reduce operational inefficiencies.
- Support the intake additional offerings from multiple sources, working with the RO Packaging team and RO Service Operations to support the deployment, operations, and maintenance of offerings post transition.
- Hire and build highly effective business management teams aligned to both our existing customer requirements and contracts, as well as aligned to incoming Repeatable Offerings, with a focus on developing and coaching employees to perform at their best.
- Navigate and resolve complex, multilayered problems successfully through teamwork and effective collaboration, utilizing sound logic and analysis skills to effectively communicate with respective stakeholders.
- Raise issues proactively with experience briefing issues and solutions to senior leadership and to the customer. Experience identifying risks well in advance with ability to present options to mitigate.
- Establish and communicate goals for the team, track progress and review team’s performance constructively to coach continuous improvement. Mentor, coach, and develop leaders and employees, fostering a culture of technical excellence, innovation, and continuous learning.
- Collaborate effectively with other organizations within the Digital Modernization Sector and the Repeatable Offerings organization, including the RO Chief Engineer and the RO Service Operations, Packaging and Engagement, and RO Service Delivery teams, as well as with internal customers (other Leidos Business Areas and Sectors) and external customers, to align RO Business objectives with engineering and IT operations and with organizational objectives.
Basic Qualifications:
- Bachelor’s degree in Business, IT, Engineering, Finance, or a related field with 8 years of relevant experience, OR
- Master’s degree in Business, IT, Engineering, Finance, or a related field with 6 years of relevant experience.
- 5+ years of experience leading teams in IT business management, service delivery, or technology operations.
- Strong financial analysis and trade-off decision-making skills to optimize operational budgets and investment strategies.
- Ability to develop and implement pricing models, revenue strategies, and business cases for IT service offerings.
- Experience with service centers and commercial pricing.
- Experience with supplier and subcontractor management, contract negotiations, and procurement processes.
- Excellent problem-solving, critical-thinking, and decision-making skills.
- Strong leadership and people management abilities with a track record of successfully managing high-performing teams.
- Ability to influence senior management and external stakeholders, ensuring alignment with business objectives.
- Effective communication and stakeholder engagement skills, with the ability to translate technical concepts into business value.
- Experience with customer relationship management, stakeholder engagement, and contract management
- and people management skills, with the ability to mentor and develop high-performing teams.
- Experience managing budgets, operational KPIs, and IT service performance metrics.
- Must have U.S. Citizenship.
- Must be able to obtain a Public Trust clearance.
Preferred Qualifications:
- Master of Business Administration (MBA) or equivalent advanced degree.
- Experience with government contracts, Cost Plus Award Fee, and Firm Fixed Price contracts.
- Familiarity with ITIL, Agile, and DevOps frameworks for IT service management.
- Experience with cloud service models (SaaS, PaaS, IaaS) and IT infrastructure offerings.
- Knowledge of cybersecurity frameworks, compliance standards, and risk management strategies.
- Certifications such as ITIL, PMP, or cloud-related credentials (AWS, Azure, GCP).
- Experience managing IT service delivery within large enterprises or government agencies.

Pay Range $126,100.00 - $227,950.00
