Job Summary
The UABOS (Turkey) Senior Specialist, Contracts, will provide on-site contract support for United States Air Forces in Europe Air Forces Africa Base Operating Support (UABOS) and related contracts in Turkey and Spain, based on-site in Turkey. Roles and Responsibilities
Duties include ensuring compliance with applicable Federal, DoD, national, and Air Force regulations and policies, as well as the contract terms and conditions including ensuring the adequacy of proposals, tracking costs, submission of CDRLs, and interfacing with Government contracts personnel regarding contractual matters.
Administers complex, firm fixed and cost Base Operations Support (BOS) contract.
Duties also include properly notifying the Government of, preparing, and ultimately negotiating, all Requests for Equitable Adjustments (REA) in accordance with all FAR and DFAR regulations.
Reviews all document submissions, including proposals and estimates, while ensuring compliance with the contract; the Contractor's policies and procedures and approved business systems; and U.S. Government and local regulations and policies.
Advises Project Managers, other key project personnel, and leadership on contract requirements and risk mitigation approaches.
Tasks performed by this Key Position directly impact cost containment, efficiency, profitability, and operations.
Prepares and maintains contract documentation such as task orders, modifications, negotiation memos, correspondence, and notices.
Prepares documentation involving expression of the company's position on requests for equitable adjustment, potential disputes, claims, or protests.
Interfaces with U.S. Government Contracting Officer and Administrative Contracting Officer on a regular and routine basis. --Develops collaborative, positive working relationships with internal and external customers; based on respect, honesty, and transparency.
Available to work alternate work hours as mission and requirements dictate
Basic Qualifications
Bachelor's Degree from accredited four-year college o Further demonstrated continuing education in Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
8-plus years experience in Federal Government contract management/administration. Demonstrated experience in administration and management of major contract types: fixed-price and various cost-type contracts is required.
Experience with US military contracting, base operation support services (BOSS) contracts, and previous on-site OCONUS support preferred.
Must be a U.S. Citizen with a current U.S. Driver’s License (minimum “C” Class)
Must be fluent in English.
Must possess passport book (not passport card) with at least 12 months of remaining validity AND with at least 4 blank visa/stamp pages remaining.
Must possess driver's license with at least 6 months of remaining validity.
Ability to travel as required.

Understanding of litigation and claims processes and experience with legal communities.
Excellent interpersonal and communication skills verbal, written, and listening.
Ability to interact with staff at all levels and in varying functions, from craft persons to senior executives.
Knowledge base to successfully diagnosis issues that cover multiple areas of interaction. Overtime, shift work and TDY assignments will be required, depending on contractual needs.
Work requires moderate physical exertion including walking to operating areas and walking up stairs.
Use computers & related software such as Microsoft Office and other common products used in office environments.
Day-to-day physical requirements may involve standard office activities including sitting/standing for extended periods of time, attending meetings, use of keyboard, mouse, monitor and various electronic resources repetitively.
