Job Summary

Under general direction, is responsible for administering all phases of municipal airport property management and development. Creates and implements strategies to expand commercial development within the San Antonio Airport System and performs a wide variety of airport real estate activities. Working conditions are in an office environment. May exercise functional supervision over assigned staff.

Essential Job Functions

  • Coordinates the development and negotiation of airline leases, ground and building leases, concession contracts, and other property agreements at the airports.
  • Prepares lease terms and required contractual documentation needed in the preparation of the lease agreement.
  • Prepares and evaluates bid proposal documents and contract documents for professional services, ground leases, concession and other agreements.
  • Reviews insurance certificates and performance bonds.
  • Coordinates appraisals of required property and land acquisitions.
  • Participates in planning and implementing Airport tenant projects including renovations and modernizations, and new projects.
  • Works with tenants and contractors on approvals for new construction or improvements to buildings and premises.
  • Maintains and monitors the status of lease holdings, permits, special agreements, insurance documents, credit documents, drawings and specifications, and change orders.
  • Monitors the performance of Airport leases and contracts, ensuring the timely receipt of contractually required documents, payments, and fees.
  • Monitors leased properties and premises located at San Antonio International and Stinson Airports; ensures tenant lease compliance and visits and inspects leasehold buildings and premises.
  • Conducts surveys and prepares reports relating to rental rates, charges, leasing programs, and leasing policies; recommends rental rates and charges for the use of Airport properties and services.
  • Coordinates the development of an annual forecast of projected income from building and ground leases, permits and other agreements.
  • Develops written reports and correspondence, including an economic feasibility analysis.
  • Represents the Aviation Department in business development matters.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.
  • Three (3) years of increasingly responsible experience in contract management, preparation, or compliance preferably with an emphasis in
    the areas of airport property management and airport business development.
  • Valid Class 'C' Texas Driver's License.
  • Must pass a Transportation Security Administration (TSA) Security Threat Assessment clearance upon employment.
  • Must maintain federally mandated security clearance required to work at an airport at all times.
Preferred Qualifications
  • Experience in Airport Property Management or related field.
  • Experience in finance, commercial real estate with emphasis in airport property management, airline affairs and ground / building leases.
  • Experience in analytical processing.
  • Experience with Airport Leases and Operational Agreements.
  • Experience with Airport Property Management Information System (PMIS).

One year of full-time experience is defined as 30 or more hours worked per week for 12 months.   • Skill in interpreting FAA rules and regulations pertaining to airport certification (FAR 139), security (FAR 107 and 108), and hazards to airspace (FAR 77).
  • Skill in identifying business development opportunities for existing and prospective tenants.
  • Skill in developing an annual forecast of projected income from building and ground leases.
  • Skill in identifying areas and processes where improvements and efficiencies can be achieved.
  • Skill in providing excellent customer service to all internal and external customers.
  • Skill in utilizing a personal computer and associated software programs.
  • Ability to operate a computer keyboard and other basic office equipment.
  • Ability to comply with the practices and procedures established for contract initiation, negotiation, monitoring, and compliance of all assigned contracts.
  • Ability to interpret various City and Aviation Department policies and procedures impacting Airport operations and management.
  • Ability to develop short and long range plans and goals.
  • Ability to analyze problems and identify solutions.
  • Ability to establish and maintain effective relationships with co-workers, supervisors, and the general public.
