Description
The Senior Secure Area Construction Manager is responsible for implementing policies, procedures, and processes to provide physical security support across the customer’s portfolio of secure area construction projects both CONUS and OCONUS. Work performed at a higher level may include implementing and providing guidance to customers and management personnel on physical security issues such as security training, regulatory requirements, security policies and procedures and emerging trends in physical security and or other security related areas. Provide Operations Security (OPSEC) support in accordance with customer’s OPSEC Program.
COMPLEXITY: Problems typically involve multiple issues, areas, or specialties. Identify potential improvements in programs, processes, and recommend solutions to enhance results that include OPSEC concerns.
COMMUNICATION: Communicates with internal team members across multiple areas and client team members. Will communicate with parties external to the organization (e.g., host country representatives, sub-contractors, vendors, etc.). Works to provide input/feedback to customer leadership regarding procedure, process and/or approaches to security.
Site Security Manager Duties
- Provide expert advice to the Program Security Officer (PSO) on all construction activities for ICD-705 and SAPF construction projects in PSO’s portfolio.
- Ensure PSO security philosophy is appropriately applied to each secure area construction project which includes consideration of site-specific characteristics.
- Implement standard policy and protocols across all projects to ensure project activities are effectively and efficiently managed.
- Work with project SSMs to address and resolve site level security issues that arise during day-to-day construction activities.
- Support program managers in developing applicable security management requirements during pre-acquisition phase of projects.
- Ensure project construction security plans (CSP) are consistent and in line with PSO security philosophy.
- Coordinate all accrediting actions with Accrediting Official (AO) for each of the organization’s secure area construction projects.
Basic Qualifications
- Must possess a minimum of a TS/SCI clearance Minimum of eight (8) years of U.S. government experience in the areas of Physical Security, and Information Security, with some Personnel Security (PERSEC), and Operations Security (OPSEC).
- Bachelor's degree in a related area or an additional (2) years of experience. Comprehensive knowledge of ICD 705, the NISPOM and applicable Manuals, Directives, policies, and procedures.
- Shall have Site Security Manager (SSM) Certification obtained through the Defense Security Service or equivalent
- Shall have 10 or more years’ experience in physical, operational, and personal security
- Must demonstrate working knowledge of Industrial, Information (INFOSEC), TEMPEST Communications (COMSEC) Sensitive Compartmental Information (SCI) and Special Access Programs (SAP) security disciplines
- Shall have recent experience, no more than five years removed, managing facility accreditation utilizing ICD-705 checklist and established construction security plans
- Hands-on experience in physical security assessments/inspections and Sensitive Compartmented Information Facility (SCIF)/Special Access Program Facility (SAPF) security requirements, to include construction standards and accreditation documentation.
- Must be an expert in managing the day-to-day security operations of a SCIF. Excellent communication (both oral and written), organizational, analytical, and interpersonal skills.
- Computer literacy: Proficient in Microsoft Suite to include Word, Excel, Outlook, and Access.
Preferred Qualifications
- Experience as a Facility Security Officer/Site Security Representative
- Experience as a COMSEC custodian
- Experience developing and implementing OPSEC plans
- Knowledge of Access Control and Intrusion Detection Systems.
- Experience in the operations of SCIFs/TSCIFs.
- Military service desired
- Experience as a security professional supporting the Intelligence Community
- Membership in a professional security organization

Pay Range:
Pay Range $80,600.00 - $145,700.00
