Job Summary

Under general direction, is responsible for working within the emergency, financial & governmental communities including technical experts, agency managers, public safety department chiefs, city officials, state and federal agencies in the City's emergency management program. Working conditions are primarily inside an office environment. Exercises direct supervision over assigned staff. 

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions

  • Develops, documents, coordinates, and implements comprehensive and cohesive emergency and crisis plans for the FAA-approved Airport Emergency Plan (AEP) in compliance with applicable Federal regulations Federal Aviation Administration Advisory Circulars.
  • Coordinates applicable aviation security plans for the AEP with the TSA-approved Airport Security Program (ASP) in compliance with applicable Federal Regulations.
  • Ensures high degree of emergency preparedness for airport staff and stakeholders through planning, development, documentation, coordination, training, exercise, and implementation of programs and plans.
  • Develops, coordinates, and conducts Airport emergency exercises that comply with Federal requirements, including orientations, drills, table-
    tops, functional and full scale exercises. Collaborates with Aviation divisions, air carriers, first responders, mutual aid, Airport stakeholders, and federal, state, and local agencies to accomplish these goals.
  • Researches and implements emerging technology to upgrade or enhance airport initiatives.
  • Serves as the Airport's primary point of contact and liaison for all matters related to emergency management; represents the Airport System at meetings, workshops, forums, and exercises.
  • Develops, coordinates, documents Memorandums of Agreement (MOA) and Memorandums of Understanding (MOU) as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.
  • Five (5) years experience in public safety, emergency management, public health administration, or a related field.
  • Valid Class "C" Texas Driver's License.
  • Must pass a Transportation Security Administration (TSA) Security Threat Assessment and a Criminal History Records check conducted by Aviation upon employment.
  • Must maintain federally mandated security clearance required to work at an airport at all times.
Preferred Qualifications
  • Master's Degree from an accredited college or university.
Applicant Information
  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
