Job Summary:
The Modification Manager position supports PMA-207, NAVAIR Headquarters. The successful candidate will provide programmatic and technical services for the modification line for the KC-130J IPT to include maintenance repair and overhaul, and aircraft modification of heavy aircraft. Work will be performed under general administrative direction with wide latitude for the exercise of independent judgment. Work is highly complex and the candidate must demonstrate strong understanding of technical data, drawings and aircraft publications to include Installation Drawing Packages (IDP’s). The candidate must have a working knowledge of DCMA processes and policies to include the DCMA instruction 8210 and NAS 410. Assignments are complicated by such factors as working with multiple and/or changing equipment inventory systems, facilities contracting requirements, procurement regulations, Information Technology security constraints, technical performance and program directions.
The candidate will be tasked with ensuring communications, collaboration and workload are tracked and accomplished to support the development, manufacturing, fielding and support of the KC-130J platform.
Extensive knowledge and comprehensive understanding of Naval and Marine Corps Aircraft Maintenance processes, supply chain is required. The candidate will support the KC-130J IPTL’s and correspond with the APMSEs, Deputies and Product Engineers and Logistics APML’s, DAPML’s across the full spectrum of the technical project management tasks. Duties include:
- Support SMEs for respective organizations such as product engineering & sustainment.
- Perform various tasks related to the development, operation, evaluation, and improvement of weapon systems supportability and/or maintainability programs and information systems
- Prepare and support Program Management Reviews and Technical Interchange Meetings with various stakeholders.
- Work on technical planning, analysis and management for new and fielded systems with coordination with internal and external stakeholders.
- Perform out year planning for retrofit production and kits and installs.
- Manage the Over and Above Process with the Government Contracting Officer and Contracting Officer’s Representative. providing approval
- Track Fueling and Defueling receipts and billing and provide to the Government Contracting Officer and Contracting Officer’s Representative.
- Assist the IPTL breaking down work and assisting in documenting in the integrated master schedules to include but not limited to establishing kit and install schedules.
- Works closely with the program schedule team to provide IPT inputs to the Integrated Master Schedule (IMS) by identifying programmatic workload and documenting durations, start dates, work completion dates while identifying program dependencies.
- Assist the IPTL to identify and document program risks and formulate mitigation plans and document in the risk database, monitor burn down, and updates database risks.
- Assist the IPTL in by attending meetings representing Sensors Program Technical Meetings.
- Assist in the identification and estimates of budgetary or financial requirement for technical projects communicates project planning and control requirements.
- Work with the cost estimation group to get procurement cost and life cycle cost estimates to support IPT efforts.
- Gain an understanding of Sensors weapons systems hardware and software, requirements, monitors performance of fielded support capabilities, and establishes project plans for deficiencies with applicable stakeholders.
- Assist the IPTL in coordinating and collecting Statements of Work (SOW’s) and CDRL requirements for PID packages to support procurements.
- Assist the IPTL in identifying and documenting unfunded requirements and documenting the associated program risks and schedules.
- Collect, compile, analyze, investigate, research, or apply technical requirements for engineering, logistics, maintenance, acquisition, or financial data and information.
- Utilize and produce government-furnished data to develop products such as briefings, acquisition plans, risks and presentations, project reports, illustrations, etc.
- Aid in developing and implementing strategies to achieve program objectives within agreed time, cost, technical, quality and other performance criteria.
- Create various products to include but are not limited to acquisition strategies/plans and other statutory/regulatory documentation/plans (writing, editing, cross walking, and compliance checking), briefings and white papers supporting acquisition and sustainment decisions at various milestones.
- Provide technical support to the Program Manager, Functional Leads and IPT Leads for a major Department of Defense Weapons Accelerated Acquisition Program.
- Work closely with Systems Engineers, Logistics and Program Managers to assist in capturing plans of action and milestones for working off technical issues and working with Master Planners to facilitate their incorporation into the Program Integrated Master Schedule.
- Use databases and MS Office products to manage, maintain and distribute technical and programmatic data, as directed by Program Manager, IPT and Functional Leads, and Configuration/Data Managers.
- Analyze information and make recommendations with supporting rationale.
- Produce POM issue sheets and work with cost estimating team for future requirements.
- Maintain an understanding of Production and Manufacturing processes requirements and understanding of supply vendor management.
- Gain experience in Aviation Program Planning in one of the following areas: Complex Budget Processes, System Acquisition, or Interdepartmental Procurement Requests, work requests, requisitions, CDRLs, PMT and CSPT.
- Assists engineering in technical documentation, pubs, drawings, specification and technical requirements documentation.
- Supports modification/retrofits encompass a wide variety of engineering disciplines, e.g. aeronautics, avionics, propulsion, explosives, electronics, aerodynamics, and mechanics. The complexity of the system(s) combined with the necessity of maximizing their economic and effective utilization requires the application of broad technical and managerial knowledge. The individual is responsible for ensuring the safety of flight and readiness of assigned system(s).
Key Responsibilities:
- Determining and reporting mod/retrofit impacts because of changes submitted through the ECP process.
- Identifying and reporting the impact to fielded aircraft in terms of decreased sorties over time and number of days aircraft will be out of service for mod incorporation
- Determining which mods can be done concurrently and make recommendations on the best time to incorporate mods based on Fleet operations and requirements.
- Assisting in the coordination of depot level tasks/modifications between contractor organizations and the user communities to ensure the optimal balance of operational availability, asset optimization, and resource management is achieved when planning modifications and rework.
- Participation in the development of initial retrofit plans and assessing the tradeoffs between change incorporations at contractor production facilities and user field activities.
- Continuous communications between prime contractors, organic depots and major command aircraft user communities to insure maintenance dock availability, aircraft availability for induction and technical skills and equipment availability.
- Track and report the status of work completion and variances for the mod aircraft.
- Accessing user requests for non-depot level Time Compliant Technical Directive incorporation and other open work during modification events.
- Hosting pre-dock/induction conferences, long range and short-term planning and Induction Readiness Reviews (IRR) with the Contractor, DCMA, Contracting Officer’s Representative., Fleet and Program Office Team.
- Shifting induction and maintenance schedules as required, balancing user operational requirements with aircraft structural and systems requirements working with HQMC.
- Working with Fleet Squadron’s and TYCOM to coordinate all induction requirements and parts, cannibalization to facilitate repairs as required.
- Tracking work in progress and working with stakeholders to mitigate risks to schedules. ·
- Providing oversight of standard work package performance and approving/disapproving maintenance work requests such as Over and Above. ·
- Assessing the impact of cannibalization actions against items in a modification and depot status.
- Providing on-site technical assistance and support to the delivery of sustainment operation capabilities to plan, and participation in trade-off studies
- Coordination of analyses and discussions of contentious and challenging support product issues. The incumbent will develop a complete understanding of emergent issues and propose a solution to be coordinated with the on-site lead and addressed at the appropriate program management level, documenting and reporting results. ·
- Analysis of KC-130J established processes to drive continuous improvement and support the resolution of conflicts, inconsistencies, omissions, or other technical issues as end-to-end process details are developed.
- Creating finished products to be delivered to senior forums, as directed, including, but not limited to: program status, accomplishments, requirements for support, and risk.

Required Qualifications:
- Bachelor’s Degree
- 15+ years of experience in Navy/Marine Corps Aviation Maintenance with an understanding of flight critical requirements to complete modification
- Secret security clearance is required
