About the Team
The State, Local, and Higher Education (SLED) GTM Legal Team supports Workday’s Go-To-Market SLED team on a wide range of issues, from contracts and legal strategy to compliance and risk management. We help our business partners navigate the complex legal landscape and ensure they are operating in compliance with all applicable laws and regulations. The team provides legal advice and support to help Workday achieve their goals.
About the Role
The Contract Manager is responsible for the full lifecycle management of Workday’s SLED contract vehicles and cooperative contracting agreements for Workday products and services. This role focuses on managing such key contract vehicles and cooperative purchasing agreements for Workday’s SLED business (e.g., NASPO, California SLP, Texas DIR, E&I, Omnia) and streamlining associated compliance reporting obligations. While legal oversight is provided, this position requires a pragmatic understanding of contracting ethics, public procurement processes, and sales-driven negotiations. The Contract Manager will work closely with internal stakeholders, partners, cooperative contracting program and procurement managers, and government officials to ensure contracts are aligned and managed with organizational objectives and comply with all applicable laws and regulations.
Responsibilities
Contract Development & Negotiation:
Administer SLED contract vehicles and cooperative contracting agreements (e.g., NASPO, Texas DIR, California SLP, E&I, Omnia), ensuring adherence to state-specific terms and conditions.
Submit compliance documents (e.g., usage reports, certifications) and verify accuracy of administrative fees paid to state agencies or consortia.
Monitor contract performance to align with state and local ethics guidelines and procurement policies.
Lead negotiations with customers, and where applicable partners, to achieve favorable contract terms and conditions.
Ensure contracts comply with applicable government procurement rules as well as internal policies and procedures.
Coordinate and collaborate with legal counsel as needed.
Contract Administration:
Manage the execution of contract vehicle and cooperative contracting agreements, ensuring all necessary approvals are obtained.
Track and monitor compliance with contractual obligations.
Maintain accurate and up-to-date contract records in a contract management system.
Identify and mitigate potential contract risks.
Manage contract amendments and renewals.
Stakeholder Management:
Serve as the primary liaison between internal teams (sales, finance, legal) and external SLED procurement offices and consortia.
Maintain accurate records of contract deliverables, reporting deadlines, and renewals across multiple states and purchasing cooperatives.
Identify opportunities to streamline reporting processes and improve compliance efficiency.
Communicate effectively regarding contract performance and issues.
Provide guidance and support to internal stakeholders on contract-related matters.
Compliance & Reporting:
Assist compliance teams to ensure all contract activities comply with applicable laws, regulations, and policies.
Prepare and submit regular reports on contract status, performance, sales/transaction volume, and compliance.
Conduct internal audits of contract files to ensure compliance.
Stay up-to-date on changes in contract law and regulations.
Contract Management:
Evaluate contract performance and provide feedback.
Manage customer relationships to ensure successful contract execution and performance.
Address contract performance issues and escalate as needed.

About You
Basic Qualifications
7+ years of experience in contract management in the public sector
3+ years of experience managing SLED contracts or SLED procurement agreements
Experience submitting compliance documentation (e.g., usage reports, fee reconciliations) for public-sector contracts
Bachelor’s degree
Other Qualifications
Knowledge of state procurement ethics, compliance principles, and contract vehicle and cooperative contracting agreement frameworks
Strong knowledge of contract law and state regulations
Experience with various contract types, including contract vehicle and cooperative contracting agreements, reseller agreements, SaaS agreements, data processing agreements, non-disclosure agreements, etc.
Familiarity with state-specific platforms (e.g., California SLP portal, Texas DIR systems)
Ability to interpret legal terms while focusing on practical, business-oriented solutions
Excellent communication, negotiation, and interpersonal skills
Strong analytical and problem-solving skills
Ability to work independently and as part of a team
Workday Pay Transparency Statement
The annualized base salary ranges for the primary location and any additional locations are listed below. Workday pay ranges vary based on work location. As a part of the total compensation package, this role may be eligible for the Workday Bonus Plan or a role-specific commission/bonus, as well as annual refresh stock grants. Each candidate’s compensation offer will be based on multiple factors including, but not limited to, geography, experience, skills, job duties, and business need, among other things. Primary Location Base Pay Range: $136,300 USD - $204,300 USD
Additional US Location(s) Base Pay Range: $123,300 USD - $219,000 USD
