Boeing Global Services (BGS) is looking for a Workforce and Talent Development Manager. This leader will be responsible for leading the Maintenance, Repair, and Overhaul Jacksonville workforce and talent development strategy and execution, in partnership with HR, Training, Operations, Site Ops Support, and other functional leaders. The Workforce and Talent Development Manager will work with Programs and Business Operations to establish plans, forecasts, and metrics in order to achieve site workforce, culture, and talent objectives. Position is located in Jacksonville, FL. This position is expected to be 100% onsite. The selected candidate will be required to work onsite at listed location.
Position Responsibilities:
Develop and implement site talent development strategy
Direct the needs assessment for employee development to enhance employee performance
Perform site job analyses in partnership with business leaders to ensure job descriptions are aligned to business expectations
Manages Workplace Coach program, in partnership with the Training Department
Manage site skills matrix programs
Assist in job analyses, job classification revisions, job audits, and consistent organizational job and skills structure across the site
Lead the discussion and strategy for workforce health metrics
Monitor skill health metrics and initiate mitigation plans to meet appropriate health of skill ratios and average level grade across site job codes
Lead and Manage site Staffing Review Board processes to maintain organizational staffing plan alignment to business objectives
Provide monthly updates on staffing forecasts and employee movement
Understand program and business unit Staffing Plan forecast numbers and staffing requirements
Lead skill activities to support employment stabilization within the skill and functional areas (e.g., support emergent requirements, surplus mitigation, reallocation, bridging plans, etc.)
Lead the plan to meet staffing requirements, surplus, and redeployment
Responsible for site new employee orientation
Leads Site Culture and Integration Specialist(s) to provide effective site culture and engagement initiatives
Advisor to employee resource group leadership teams
Responsible for site recognition programs
Responsible for leading action plans relating to survey feedback, employee culture/engagement suggestions, etc.
Partners with BGS Workforce Stability team to execute business unit initiatives locally
Partners with community stakeholders (military installations, high schools, colleges, city chamber, etc.) to develop talent pathways into MRO Jacksonville
Ensures representation at key community career events
Facilitate site implementation and execution of company Talent and Leadership Development programs
Oversee internship programs
Manage career development programs to include structured promotion processes
Manage leadership development programs
Lead the development, review, and update of talent development requirements (e.g., career guides, career road maps, job descriptions, interview questions, and abilities, certificates, experiences questions)
Design and deploy a talent development skills management system that will define the required skills and path throughout the workforce lifecycle

Basic Qualifications (Required Skills/Experience):
3+ years of experience creating workforce development and/or Learning and Development strategies and programs that deliver measurable results
3+ years of experience analyzing data and developing metrics to track performance to plan for a business/organization
3+ years of experience analyzing requirements to develop action plans and facilitate implementation efforts
3+ years of experience guiding decision making in a cross-functional teaming environment
Preferred Qualifications (Desired Skills/Experience):
3+ years of experience interfacing with senior and executive leadership
Experience with project management and able to self-manage projects
Experience building positive relationships, collaborating effectively, and communicating clearly
Relevant Professional Certification or Degree
3+ years of experience working in the Aerospace Industry

Summary pay range: $98,600 – $133,400
