How will your role impact First Command?
The Vice President of the Enterprise Project Management Office (ePMO) will be responsible for standing up and leading a newly established ePMO function at First Command Financial Services, following a recent consulting engagement to define the enterprise portfolio and project governance framework. This role will drive strategic alignment and operational excellence by overseeing enterprise-wide project, program, and portfolio management efforts. This role will partner closely with senior leaders to ensure that the execution of key initiatives is tightly aligned with organizational strategy, resources are effectively prioritized, and a culture of disciplined, high-performing project delivery is embedded across the enterprise.
What will you do in this role?
e-PMO and Governance
- Develop and implement the e-PMO strategy, ensuring alignment with First Command’s enterprise strategy as defined by the executive leadership team and the Office of Strategy Management
- Establish and enforce governance frameworks to standardize project, program, and portfolio management across the organization.
- Monitor project portfolio performance, ensuring initiatives are delivering the intended measurable business outcomes.
- Enforce and improve delivery standards through a data-driven mindset.
- Collaborate with executives to evaluate e-PMO effectiveness to improve project delivery through feedback loops.
Project and Program Delivery
- Ensure on-time, on-budget delivery of strategic projects, such as digital transformation initiatives, regulatory compliance efforts, and client experience enhancements.
- Implement scalable project management methodologies (e.g., Agile, Waterfall, Hybrid) tailored to First Command's needs.
- Proactively identify and mitigate risks, ensuring the continuity of high-priority initiatives.
Leadership and Team Development
- Lead and mentor a team in fostering a culture of accountability, collaboration, and innovation.
- Build organizational capability by providing training and tools that enhance project management competencies.
- Ensure team alignment with First Command’s core values and commitment to client-first service.
Stakeholder Engagement
- Act as a trusted advisor to executives, department leaders, and cross-functional teams.
- Facilitate communication and collaboration to ensure alignment on project objectives, progress, and outcomes.
- Build strong relationships across the organization to promote trust and transparency in the e-PMO function.
Continuous Improvement
- Regularly assess and refine e-PMO practices to meet the evolving needs of First Command, leveraging industry best practices.
- Introduce and optimize tools and technologies to enhance project management efficiency and transparency.
- Stay informed on trends in financial services and project management to drive innovation and competitive advantage

What skills & qualifications do you need?
Education
- Bachelor’s degree in business, finance, project management, or related field required.
- Master’s degree required.
Experience
- 10+ years of experience in enterprise project, program, and portfolio management.
- 5+ years of leadership experience managing an e-PMO or similar function
- Familiarity with initiatives related to digital transformation, client experience, and regulatory compliance
Certifications
- PMP, PgMP, or PfMP (Portfolio Management Professional) required.
- Agile certifications (e.g., SAFe, CSM) preferred.
Knowledge, Skills, and Abilities
- Deep understanding of the financial services sector, particularly regarding First Command’s mission to serve military families.
- Proven track record of managing and delivering enterprise-wide strategic initiatives.
- Strong knowledge of project management methodologies (e.g., Agile, Waterfall, Hybrid) and portfolio management tools (e.g., Planview, Jira, Microsoft Project).
- Excellent leadership, change management, and stakeholder engagement skills.
- Analytical mindset with the ability to evaluate and communicate project and portfolio performance metrics.
