Position: Senior Manager, Process Safety Management, Emergency Response and Occupational Safety.
Location : Manati, PR
Key Responsibilities:
- Leads and manages site's Occupational Safety, Process Safety Management, Emergency Response program and Fire Prevention and its key elements designed to prevent occupational accidents and potential exposure to hazardous substances and minimize the consequences of catastrophic releases of hazardous chemicals that may result in toxic, fire and/or explosion hazards.
- Directs the development, implementation, and continuous improvement of site-wide Occupational Safety, PSM, Fire Prevention, and Emergency Response programs, integrating regulatory and BMS requirements.
- Ensures that all EHS activities and services contracted in the scope of Facilities Service Provider are conducted in compliance with regulations and BMS requirements
- Leads the implementation of Risk Management and Occupational Safety such as, but not limited to Electrical Safety, Emergency Management and Response, Contractor Safety, Process Safety Management, Loss Control Insurance (design), Hazardous Area Electrical Classification, Life Safety, Dispersion and Blast Modeling, Fire Prevention Program, and Ventilation Systems, among others programs, and detects, evaluate and control hazards associated with manufacturing, and other work environments.
- Leads the site's EHS Program to implement actions delegated from the different Health & Safety Programs to departments, facility Self Assessments, pressure relief systems, and calculations, among others.
- Drives digital EHS data capture and analysis for improved transparency and actionable insights into key performance indicators (KPIs), compliance, incident trends, and risk forecasting.
- Ensures that results of Job Safety Analysis are prioritized and resolved to prevent injuries, environmental harm or property loss, and measures implemented to comply with all applicable rules and regulations in the implementation of new technology transfers to the site.
- Participates in legal and regulatory agencies inspections site audits, and as Site contact for EHS community outreach activities and the Community Awareness & Emergency Response Program.
- Revises and approves SAF-305 modification requests of a new or existing processes/equipment to ensure that new hazards are anticipated, and safe measures are implemented prior to introduction.
- Revises and approves, as required, Master Log Sheets, SOPs, Change Controls, Capital Projects, and CAR, providing an Occupational Safety, Environmental, and Industrial Hygiene perspective to assess that all relevant and appropriate administrative and engineering controls are addressed.
- Conducts and supervises accident/incident investigations to determine causes and trends, and to develop measures to prevent a recurrence.
- Inspects and tours the site to detect existing or potential Occupational Safety, Environmental, and Industrial Hygiene hazards and recommends corrective and preventive measures where indicated.
- Develops and provides applicable Occupational Safety, Environmental and Industrial Hygiene training, inspections, and facilities self-assessments and communicates findings through the generation of summary reports and procedures to increase and promote EHS awareness and compliance.
- Enforces compliance with Occupational Safety and Industrial Hygiene procedures and programs through generation, revision, and implementation of practices, procedures and policies in conformance with those promulgated by the government regulatory agencies and corporate guidance.
- Conducts and/or participates in process hazard reviews of new and existing equipment to ensure environmental, industrial hygiene, occupational safety, and emergency response are included since its design.
- Responsible and accountable for the continuous improvement and sustainability of the Contractor Safety Program, including contractor qualifications, emergency response, and process safety. Accountable for the management and implementation of all other occupational safety programs.
- Responsible for the contractor safety program/compliance and accountable and responsible for the contractor qualification program to ensure contractors meet minimum EHS requirements prior to offering services to BMS.
- Leads the Emergency Response Team, including acting as the Plant's Emergency Coordinator, developing the annual training plan, and coordinating the emergency response plan and related activities.
- Pursues continuous improvement and maintains management of current regulatory changes and their impact on the site.
- Provides technical and regulatory advice to managers and supervisors related to the evaluation of Occupational Safety and Risk management opportunities and/or complaints and recommends corrective measures accordingly.
- Foments and sustains sound working relationships with government agencies, Corporate EHS, and the community through the CAER Program.
- Performs as management representative during EHS regulatory and fire protection/boilers, pressure vessels, and machinery insurance companies' inspections, and as EHS representative in technical transfers to ensure regulatory compliance and EHS practices implementation.
- Adheres to operational budget and ensures its observance of the Occupational Safety, Environmental, and Industrial Hygiene Program.
Qualifications & Experience:
- Bachelor's degree in occupational safety, Industrial Hygiene, Chemical or Mechanical Engineering or related EHS field
- At least ten (10) working years' experience at Environmental, Health and Safety in the Pharmaceutical industry
- Supervisory experience, a plus
- Demonstrated expertise in risk assessment, contractor safety, emergency response, process safety, incident investigation, and regulatory compliance.
- Experience in project management.
- Experience conducting Process Hazard Reviews, and PHA leader certification
- Experience in pressure vessel regulatory requirements,
- Thorough knowledge and keeps abreast of applicable EHS Federal and Commonwealth rules and regulations.
- Strong leadership skills, and proven ability to influence teams.
- Excellent verbal and written communication and presentation skills in both English and Spanish.
- Ability to perform within constraint periods and manage multiple priorities.
- Good interpersonal skills and assertiveness.
- Broad computer knowledge and the use of applications such as Word, Excel, PowerPoint, Teams, among others.
- Available to support a 24/7 operation as required.

The starting compensation for this job is a range from $113,990.00 USD to $134,110.00 USD plus incentive cash and stock opportunities (based on eligibility).
The starting pay rate takes into account characteristics of the job, such as required skills and where the job is performed.
Final, individual compensation will be decided based on demonstrated experience.
