Leidos’ Global Supply Chain (GSC) Organization is seeking a manager to lead the subcontracting activities for the Health & Civil Sector’s Transportation Solutions portfolio. This portfolio includes complex domestic and international programs delivering Air Traffic and Flight Management solutions, along with providing engineering and scientific research services for Federal, State, and Local Governments. The business area is based in Gaithersburg, MD, Eagan, MN, Atlantic City, NJ, and Reston, VA, and while this position allows for remote support, occasional travel will be required for in-person engagements with Internal Customers and suppliers at these locations.
In this role, you will lead a team of seven Subcontracts Specialists and collaborate closely with leaders across GSC functions, including material purchasing, planning, cost estimating, and supplier alliances, to drive mission success within the portfolio. A key responsibility of this role is to manage all subcontracting activities, ensuring alignment with program objectives and compliance with federal contracting regulations. You will interface directly with Internal Customers and subcontractors to manage high-value, complex subcontracts throughout their lifecycle.
Primary Responsibilities

Subcontract Lifecycle Management:
Lead full lifecycle subcontract management, including proposal support, subcontractor solicitation, price analysis, negotiations, award, administration, and closeout activities.
Cross-functional Collaboration & GSC Partnership:
Partner with GSC functions (material purchasing, planning, cost estimating, and supplier alliances) to align subcontracting efforts and achieve mission success.
Work closely with cross-functional leaders (e.g., contracts, project control, finance) to ensure subcontracting activities meet prime contract requirements, financial goals, and operational objectives.
Supplier & Risk Management:
Identify and mitigate complex subcontract risks, including cost overruns, delivery delays, and regulatory non-compliance.
Leadership & Team Development:
Lead and mentor a team of Subcontracts Specialists, setting clear expectations, ensuring high-quality execution, and holding the team accountable for deliverables.

Professional certifications such as CPSM, CPC, CFCM, ISM, APICS, PMI PMP, or equivalent.

Pay Range:
Pay Range $89,700.00 - $162,150.00
