SpecPro Sustainment and Environmental, LLC (SSE) is seeking qualified personnel to support the United States Army Reserve, including program/project management and master planning services. SSE will provide management support services for program/project management and master planning in all aspects of MCAR, Real Estate, and Asset Management programs. Master planning support is crucial for property transitions, land development and redevelopment, and addressing environmental considerations in real estate actions, including property acquisition, transfer, and disposal. Personnel will provide necessary source reports, information, and documents necessary for completion of these tasks; conduct reviews of Army Reserve real estate actions for master planning and facilities program management pertaining to acquisitions, disposals, exchanges, and conveyances; develop recommendations to inform master planning staff papers and management summaries; and attend meetings to achieve objectives (e.g., gather data for reports and provide recommendations to meet mission objectives). SSE shall provide a full range of services, including but not limited to: Master Planning, RPLANS and ASIP Support, and MILCON Program support.
All applicants will be expected to travel approximately 30%. All applicants will be required to gain a favorable government background investigation.
What You'll Do:
- General-Provide highly specialized professional expertise to perform the scope of work. All technical reports and final deliverables shall be submitted in the appropriate format commensurate with ARIMD policies. The primary focus will be the maintenance and integrity of USAR data attributes in Army systems of record, and other duties as assigned, as detailed herein.
- Facility Requirements Analysis-Develop facility requirements Analysis based Army Regulations and Standards.
- Comprehensive Database Management-Developing and maintaining a comprehensive database of Army Reserve Facilities requirements and Soldier locations.
- Data Accuracy Evaluation-Provide the RD's and MSC analysis and evaluate the accuracy of the unit population and facility space data used to support the operations of the enterprise systems described above to inform modifications required.
- Liaison and Reach-back Support-Liaison with the ASIP and RPLANS Help-Desk facilities. The contractor company will also provide off-site reach-back support for the assigned personnel.
- Master Plan Review and Participation-Review and participate in the development and maintenance of Real Property Master Plans and update to ensure data accuracy and inform decision makers on potential courses of actions.
- RPLANS Submission Review and Approval-Review and approve RPLANS submissions made by community planners within the Readiness Divisions and USAR Funded Installations.
- ASIP Submission Review, Approval, and User Management-Review and approve ASIP submissions made by community planners within the Readiness Divisions and USAR Funded Installations and manage users.
- STACO Monitoring and Update-Monitor and update STACO's in ASIP.
- Real Property Planning Board (RPPB) Support-Provide updates and support to the RPPB as necessary. (2 per year)
- Training Support-Provide ASIP and RPLANS training support to stakeholders in functional and geographic commands.
- 1391 Support-Provide DD1391 development support to RD's and MSC's.
What You Bring:
- Bachelor's degree related to Planning or Information Systems Analysis.
- Minimum 2 years of experience working with Department of the Army systems of record that support real property data attributes.
- 5 years' direct experience performing edit functions in either the ASIP or RPLANS systems of record may be substituted for degree requirements.
