Job Summary
Join our team as the Chief of Environmental at Incirlik, Turkey. Where you'll perform environmental program management duties, ensure environmental compliance, oversee the hazardous waste program and pollution prevention/solid waste programs, and serve as the environmental conservation specialist. In this role, you'll deliver critical and key implementation of various environmental programs. Roles and Responsibilities
- Comprehensively implement environmental management (environmental compliance, environmental remediation, environmental conservation, and pollution prevention) within an Environmental Management System (EMS) framework IAW most recent DoD-Is, EUCOM Directives, HN Final Governing Standards (FGS), International Agreements, Air Force Instructions (AFIs), Air Force Manuals (AFMANs) and associated CE Playbooks.
- Coordinate and facilitate EMS audits, SAVs, and ESOHC meetings. Manage the Environmental Impact Analysis Process (EIAP) program.
- Provide technical guidance on EIAP requirements to project managers.
- Develop, manage, and track the environmental budget and environmental quality (EQ) funding requests IAW programming guidance and maintain liability oversight for fines/fees related to noncompliance.
- Maintain and manage day-to-day compliance with environmental laws, permits, and AFIs and oversee database maintenance records and permits.
- Prepare SOWs, PWSs and cost estimates for environmental projects.
- Participate in environmental seminars, workshops, and conferences and augment USAFE EIP SAVs as requested by AFIMSC Det 4/CEIE.
- Forecast and obtain the necessary materials and equipment to manage the environmental programs via government supply channels or by utilizing the materials CLIN on the contract.
- Prepare and provide timely submittals and notifications to 39 BCE and regulatory agencies with updates as required by changes in statute, regulation, and permit conditions.
- Ensure effective spill prevention and response capability within Civil Engineering and maintain spill response equipment, supplies, and PPE for coordination and response exercises.
- Support the preparation of various environmental plans of different frequencies.
Basic Qualifications
- Bachelor’s degree in Environmental Science, Environmental Engineering, Natural Resources, Biology, Chemistry, or a closely related field from an accredited college or university.
- Minimum eight (8) years of responsible experience in environmental program management, compliance, hazardous waste, natural/cultural resources, or pollution prevention.
- Knowledge and experience with HN FGS and environmental regulations and/or Familiarity with DoD 4715.08, AFIs, AFMANs, EUCOM directives, and CE Playbooks.
- Experience with Environmental Safety Occupational Health Compliance Assessment and Management Program (ESOHCAMP).
- Ability to prepare and maintain environmental plans, reports, and regulatory submittals.
Preferred Qualifications
- Master’s degree in Environmental Science, Environmental Engineering, Natural Resources, Biology, Chemistry, or a closely related field from an accredited college or university.
- At least 2 years of DoD/USAF or federal contracting experience strongly preferred.
- 2-3 years of management experience
- Project Management Professional certification
- Experience using USAF environmental compliance systems (EESOH-MIS, eDASH, STAR, WET).
- Any of the certifications below:
- ISO 14001 EMS Internal Auditor or Lead Auditor Training
- RCRA Hazardous Waste Management Certification
- HAZWOPER 40-hour (OSHA 29 CFR 1910.120)
- Spill Prevention, Control, and Countermeasure (SPCC) / Spill Response Training
- Asbestos and Lead Awareness or Inspector/Manager credentials
- NEPA/EIAP (AF Form 813 Tool) training
