Refinery Senior Commissioning Superintendent

KBR is providing Project Management Services encompassing Engineering, Procurement, Construction, and Commissioning phase execution supporting KBR’s client Sonangol’ s multi-billion-dollar grass roots Lobito Refinery Project in Angola Africa.
KBR is looking for a Refinery Senior Commissioning Superintendent to manage and audit the EPC Contractor’s Commissioning Team during phases of pre-commissioning, commissioning, preservation, systems mechanical completion, training, and ready for start-up to ensure commissioning activities meet requirements to complete the project schedule as designed. This position will act as client first face managing and auditing HSSE activities, SIMOPS and permit to work related procedures and audit the Commissioning EPC Contractor during pre-commissioning, commissioning and operational test performance.
The Refinery Commissioning Superintendent will support the Engineering Team with commissioning and startup related to Power and Utilities for the Marine Facilities, Plant OSBL and ISBL areas and Process Units at the Sonangol Refinery – Lobito, Angola Site. This role will be an interface with the clients, requiring a deep understanding of the technology combined with excellent communication and leadership skills. The Refinery Senior Commissioning Superintendent will manage and control pre-commissioning and commissioning activities to achieve desired targets in conformity within established cost, quality, schedules, process performance and loss prevention.
KBR Responsibilities:
- Review EPC Contractor Refinery plant training material based upon engineering designs.
- Review the EPC Contractor’s Refinery Plant Operating Philosophy Manuals for alignment with engineering designs.
- Assess and audit EPC Contractor’s power and utilities sequencing and commissioning strategies to ensure alignment with project schedules and readiness for start-up milestones.
- Evaluate the EPC Contractor’s Commissioning Execution Plan, Commissioning Schedule, Unit Inter-Relationship Sequence, System Definitions, and Strategies to ensure technical and operational compliance.
- Review the EPC Contractor’s adherence to engineering procedures, international codes, and industry standards.
- Oversee and approve instrumentation engineering documents developed by the EPC contractor for commissioning activities.
- Audit the EPC Contractor’s preservation procedures to ensure critical systems and equipment remain in operable condition.
- Participate in Piping & Instrumentation Diagram (P&ID) Reviews, 3-D Model Reviews, Hazard and Operability Studies (HAZOPS), and SIMOPS reviews while contributing to the best practices and lessons learned.
- Provide operations and maintenance inputs to enhance commissioning and start-up activities during the design phase.
- Review and validate refinery plant training materials developed by the EPC contractor to ensure compliance with operational and safety standards.
Project Site Responsibilities (Angola):
- Audit the EPC Contractor’s completions management program to verify that the project is tracked, documented, and completed per specifications.
- Oversee pre-commissioning and commissioning activities associated with buildings, process units, and utility systems within refinery operational areas.
- Ensure SIMOPS activities are executed safely and in compliance with refinery procedures.
- Conduct walk-down inspections, independently or as part of a team, to review punch lists and verify system readiness.
- Audit and oversee the EPC Contractor’s pre-commissioning, commissioning, and preservation procedures, ensuring all activities align with project requirements and industry best practices.
- Verify completion and certification documentation for commissioning dossier and handover to operations.
Education, Experience, & Skills:
- Bachelor’s degree in engineering or a related field.
- In lieu of a degree, 15+ years of Petro-Chemical and or Refinery Process Unitrelevant experience in commissioning, start-up, and refinery operations, in the Field and Distributed Control System (DCS) Console.
- Extensive experience in writing, developing, and reviewing technical procedures and training materials for multi-disciplinary teams.
- Proven ability to prepare and deliver technical training sessions to multi-disciplined personnel.
- Strong technical expertise in refinery process operations, commissioning best practices, and systems integration.
- Proficiency in Microsoft Office Applications (Word, Excel, Access, Microsoft Project, Visio, PowerPoint), Revu Bluebeam, and Adobe software.
- Experience managing multi-discipline teams in a commissioning environment, ensuring effective coordination between engineering, operations, and construction teams.
