Position Overview:
KBR is seeking an HSE specialist to manage and lead Health Safety and Environment initiatives and personnel at the AMOS site. Coordinates the delivery of HSE products and services to ASTRO personnel. Interfaces and negotiates with regulatory bodies, Government customers and their representatives, other site support contractors and subcontractors. Responsible for executing and overseeing the HSE processes at all ASTRO job sites. Incorporates health standards directed by regulatory agencies and contract requirements to prevent hazards and diseases from work sites. Under general direction, is accountable for development, implementation, performance and results of ASTRO’s HSE program. Provides HSE leadership and direction to ASTRO team members. Skills required for this job are typically acquired through the completion of an undergraduate degree and 9+ years of experience.
Role Summary:
The ASTRO HSE Manager is responsible for leading the implementation and continuous improvement of Health, Safety, and Environmental (HSE) policies, procedures, and standards for operations and sustainment of site mission equipment. This role ensures compliance with regulatory requirements, promotes a culture of safety, and supports operational excellence through proactive risk management and employee engagement.
Key Responsibilities will include:
Leadership
- Supports all ASTRO team members in daily application of HSE standards and principles to protect personnel and equipment from harm
- Maintains visible presence at job sites to assist and advise personnel in maintaining a safety mindset and safe working environment
- Applies industry best practices and problem-solving skills to enhance HSE processes and systems.
- Identifies opportunities for innovation and process improvement to strengthen the organization’s safety culture.
Policy Implementation & Compliance
- Develops, tailors, implements, and enforces HSE policies, procedures, and guidelines to ensure employee and contract safety.
- Maintains up-to-date knowledge of regulatory requirements and auditing standards, ensuring organizational compliance.
Incident Management & Inspections
- Leads incident investigations and reporting, ensuring root cause analysis and corrective actions are documented and implemented.
- Conducts regular site inspections and audits to verify compliance and identify areas for improvement.
- Creates incident reports.
Stakeholder Engagement
- Collaborates with internal teams, government customers and their representatives, other site support contractors, subcontractors, and regulatory agencies to interpret and apply relevant standards, codes, and regulations.
- Serves as a key point of contact for HSE-related inquiries and initiatives.
Auditing & Risk Assessment
- Plans and executes audits of company-operated properties to assess HSE performance and identify risks.
- Develops and maintains systems for capturing and analyzing HSE statistics to inform decision-making.
Training & Development
- Facilitates KBR’s HSSE courses and develops site-specific training programs for employees, subcontractors, and clients.
- Gathers and analyzes training evaluation data to improve course effectiveness.
- Provides coaching, guidance, and support to less experienced team members, fostering a culture of continuous learning.
Required Qualifications & Skills:
- Bachelor’s degree in Occupational Health & Safety, Environmental Science, or related field.
- Minimum of 9 years of progressive experience in HSE roles, preferably in industrial or construction environments.
- Strong knowledge of HSE regulations, standards, and auditing practices.
- Excellent communication, facilitation, and interpersonal skills.
- Proven ability to lead training sessions and influence safety behavior across diverse teams.
- Analytical mindset with experience in data-driven decision-making.
- Clearance: Active Secret desired, eligibility for Secret required
Program Overview:
On the ASTRO (Advanced Space Technology Research and Optimization) contract KBR provides mission equipment operations, maintenance, and upgrades to the USSF’s AMOS site in Maui, Hawaii. The AMOS site plays a vital role in national security by monitoring man-made objects in space and continuously developing next-generation capabilities to keep pace with the expanding space domain. This presents an incredible opportunity to push the boundaries of space and telescope technologies.
Work Environment:
AMOS is a dynamic work environment, and this contract supports routine operations of and maintenance of mission equipment, as well as the need to respond to real-world events. Primary work location is at 10,000 feet. Position supports a crew working 24/7, so the candidate may be required to flex schedule to meet contract requirements, Candidate must have effective verbal and written communication skills; must be able to adapt communication style to suit different audiences or facilitate group discussions; develop accurate written materials to communicate information clearly and concisely.
Compensation range:
The salary for this position is approximately $110,000 - $150,000.
The offered rate will be based on the selected candidate’s knowledge, skills, abilities and/or experience and in consideration of internal parity.
Additional Compensation:
KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short term incentives, long term incentives, or discretionary payments for exceptional performance.
