The GEOINT Collection neXt (GCX) Program is a 7-year contract awarded to Lockheed Martin, tasked with providing sustainment and evolution of the GEOINT Information Management Services (GIMS) system. GIMS is a mission-critical enterprise application that serves as the central entry point for the submission and adjudication of all GEOINT Information Needs (GINS) and associated requirements. The system enables users to search, discover, and retrieve imagery and other types of GEOINT data, while centrally managing collection, exploitation, dissemination, and production requirements across a vast network of commercial and national suppliers. The program is structured utilizing DevSecOps and Agile methodologies. These software development methodologies emphasize communication, collaboration (information sharing and web service usage), integration, automation, and measurement of cooperation between software developers and other IT professionals. Operational stability is the program’s number one priority. The selected individual will be required to be knowledgeable in numerous tools and technologies.
The Software Engineering Manager (EM) is a first-level management position supporting the GCX Program with ~30 multi-disciplined engineers (LM & subcontractors) assigned within their reporting structure. This leadership position will have organizational and functional oversight over Lockheed Martin software developers (~20). Additionally, the candidate will have the programmatic responsibility of leading one or more Agile scrum teams as their Scrum Lead. This team is responsible for the design, implementation and maintenance of all software delivered to GIMS operations utilizing the Agile SAFe processes and tools. In addition, the selected candidate will work closely with the Program and Technical Leadership Teams to accomplish milestones/deliveries and provide engineering direction & leadership for the program. This position is also targeted to have Cost Account Management (CAM) responsibilities, so experience in that area is critical.
To be considered for this position, applicants must be U.S. citizens, possess a current Top Secret / Sensitive Compartmented Information (TS/SCI) clearance, and meet the eligibility requirements for access to classified information, as determined by a government security investigation.
Basic Qualifications:• Previous demonstrated leadership experience as a technical lead or as an L-Code on a large software
development / O&S contract
• Proficient with Agile development tools, techniques and associated business rhythms
• Experience as a Scrum Lead on a large development program
• Demonstrated ability to manage a multi-functional and geographically dispersed organization
• Proven knowledge/experience with new IT technologies and cloud integration
• Experience with Earned Value Management (EVM), specifically as a Control Account Manager (CAM)
• Excellent verbal and written communication/presentation skills
• Strong project engineering and organizational skills
• Active TS/SCI Security Clearance
Desired Skills:• Domain expertise in GEOINT arena – knowledge of customer, products and user community
• Prior experience with functional responsibilities – to include time keeping compliance, staffing, awards, appraisals, career discussions, and salary planning
• Prior experience with NGA and mission partner systems, to include GIMS and GEOAXIS.
• Experience executing in a Cloud and/or data center ASP/ISP environment construct
• Knowledge of the FOSS/COTS technologies (e.g., microservices, JAVA, Git, Jira, VersionOne)
• Demonstrated ability to collect, analyze and report on development systems sustainment metrics in support of a large development program
• Experience managing the efforts of integrated subcontractors
• Experience with Full Spectrum Leadership in execution and delivery of E&T responsibilities
• Knowledge of Lockheed Martin policies & procedures
• Experience defining and developing new work requests (ECPs, RFCs, Ad-Hoc tasks)

Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
