The Senior Counsel – Regulatory Affairs provides enterprise-wide legal and strategic counsel on a broad range of regulatory and compliance matters, including but not limited to product compliance, extended producer responsibility, environmental, store operations, consumer protection, finance, and regulatory reporting obligations.
This role partners closely with cross functional teams including Quality Assurance, Store Operations, Marketplace, Environmental Compliance, Merchandising, Technology, and Government Affairs to anticipate emerging regulatory trends, design compliance frameworks, and manage legal risks. The Senior Counsel serves as a key legal advisor supporting Lowe’s regulatory strategy, ensuring compliance while enabling responsible business growth.
What you will do
- Counsel on emerging regulations and risk assessments, strengthen cross-functional compliance frameworks, and clarify governance roles to proactively identify and address emerging compliance risks.
- Oversee and manage responses to federal, state, and local regulatory inquiries, audits, and enforcement actions, developing defense strategies, coordinating with outside counsel and business stakeholders, and ensuring timely, compliant, and risk-mitigated outcomes.
- Serve as the primary legal advisor on product safety and compliance, partnering with Quality Assurance and business teams to ensure adherence to federal and state laws, manage recalls and investigations, enforcement action, and support compliant product development and marketplace initiatives.
- Provide legal and strategic counsel on environmental regulations, hazardous materials and waste management, and remediation, advising Store Operations and leadership on RCRA, DOT, EPA, and state DEQ requirements while guiding responses to enforcement actions and audits.
- Lead the company’s EPR compliance programs by monitoring legislative developments, coordinating cross-functional reporting to Producer Responsibility Organizations, training stakeholders, and advancing sustainable packaging and product stewardship initiatives.
- Manages legal matters independently and proactively informs and seeks input from legal leadership team on complex work and enterprise- wide initiatives.
- Influences officers and builds alignment on key enterprise-wide strategic priorities by providing innovative and practical business oriented solutions on complex issues.
- Proactively identifies legal risks by assessing internal and external trends, including the regulatory environment and partners with Lowe’s leaderships team to develop solutions on key enterprise initiatives that will ultimately drive business results yet mitigate risk
- Collaborates and leads the team by identifying risks and influencing decisions on complex projects impacting the enterprise.
- Serves as a trusted business partner and is the key point of contact for officer level stakeholders on key enterprise-wide initiatives and matters of significance to Lowe's.
- Assigns, oversees, and actively manages the work of outside counsel.
- Partners with the business to develop solutions to drive compliance with the industry's concepts, practices, and procedures.
- Prepare training, deliver memorandum, and presentations on legal matters.
- Recruits, selects, and develops talent. Ensures talent is prepared for growth opportunities and advancement.
Minimum Qualifications
- Juris Doctor Degree from an ABA accredited school
- 9-12 years practicing law in a law firm or in-house legal department
- Leadership experience with direct report responsibility or a leader of teams
- License to practice law in at least one state (or foreign jurisdiction, if lawyer is providing services to Company affiliates in that jurisdiction)
