Job Summary
Join our team as a Real Property Specialist supporting the U.S. Air Force (USAF) mission at Incirlik Air Base (IAB), Turkey. This role provides direct support in managing and maintaining accurate real property and real estate records in compliance with Department of the Air Force (DAF), Department of Defense (DoD), and Host Nation (HN) requirements. The Real Property Specialist is integral to maintaining the accuracy, accountability, and compliance of all real property and real estate assets supporting the U.S. Air Force at Incirlik Air Base. This role directly supports mission sustainability by ensuring all properties—leased, owned, or disposed—are managed in accordance with United States Government (USG) instructions UABOS contract standards. Reporting to the Real Property Supervisor, this position plays a vital role in maintaining audit-ready asset data, supporting facility acquisition and disposal processes, and coordinating with U.S. and Turkish authorities on property utilization, leases, and documentation. This role requires a proactive self-starter with the ability to interpret AFIs, DAFIs, DoD instructions, PWS tasking, and U.S. Government direction, while maintaining cross-functional collaboration with Housing, Engineering, and Environmental Management teams.
Roles and Responsibilities 
Real Property Management
- Conduct inspections of newly constructed and renovated facilities to validate and record accurate property data and values.
- Perform periodic physical inventories of real property under the installation’s custody and control, ensuring full compliance with DAFI 32-9005 and DAFPD 32-9001.
- Maintain and reconcile NexGen IT and other Government systems of record to ensure data integrity and accountability.
- Execute annual facility boundary inspections, report findings, and assist in resolving discrepancies.
- Support the preparation and maintenance of real estate and property documentation, including deeds, transfers, disposals, and reclassifications.
- Participate in USAF and AFCEC audits, inspections, and Staff Assistance Visits (SAVs) to ensure data accuracy and compliance.
- Research, interpret, and implement USAF and DoD real property policy guidance to advise management on acquisition, disposal, and utilization decisions.
Real Estate and Leasing Support
- Assist in the management of all real estate leases and agreements, ensuring compliance with Defense and Economic Cooperation Agreement (DECA) requirements and U.S./TURAF coordination.
- Maintain accurate documentation for lease payments, renewals, and terminations, ensuring compliance with U.S. Government and Host Nation regulations.
- Conduct market surveys, feasibility analyses, and host-nation liaison coordination for off-base facility acquisitions or terminations.
- Support coordination and document submission to Office of Defense Cooperation-Turkey (ODC-T) and other authorities for lease packages, approvals, and renewals.
- Maintain accurate, auditable records of lease agreements, correspondence, and valuation data for internal and government reporting.
- Contribute to briefings and real estate utilization reports for the 39th Base Civil Engineer (BCE) and HQ USAFE-AFAFRICA.
Cross-Functional and Administrative Duties
- Coordinate across Housing, Engineering, and Environmental teams to ensure alignment in facility management and reporting.
- Prepare and submit recurring real property and real estate reports as required by the PWS and Air Force Headquarters.
- Support government and KBR leadership with property portfolio analysis, usage optimization, and project tracking.
- Participate in base-level working groups related to installation development, host-nation coordination, and CE planning.
- Daily use of Microsoft Office products (Word, Excel, PowerPoint, Outlook) to complete reports, tasks, and communicate with customers and co-workers.
- Work independently and solve problems with minimal supervision.
- Manage time effectively and meet critical deadlines.
- Interprets and applies policy guidance with precision.
- Communicate effectively with clients, colleagues, and government officials via telephone, computer, and in-person
- Maintains accurate records and timely reporting.

Basic Qualifications 
- Bachelor’s degree in Real Estate, Civil Engineering, Geography, Public Administration, or related field.
- Minimum 2 years’ experience in real property, asset management, or real estate support (preferably in a government or defense setting).
- Experience using NexGen IT or equivalent asset/lease management systems.
- Fluent in English (reading, writing, speaking, comprehension at Level 3).
- Must possess a valid Class “B” driver’s license with a clean driving record.
Preferred Qualifications
- Experience with U.S. Air Force real estate and real property programs, including ACES-RP and NexGen IT.
- Minimum 3 years’ experience in real property and real estate data reconciliation, documentation, or reporting.
- Working knowledge of DoD and Host Nation land use agreements, including DECA and local land registry procedures.
- Prior experience in lease management, site evaluations, and market analysis.
- Familiarity with AFCEC Real Property Playbook and U.S. Air Force Engineering Flight procedures.
- Ability to communicate professionally with USAF, ODC-T, and TURAF officials.
