Position Summary
The Computer Systems Analyst (Systems Architect) leads advanced systems analysis and enterprise architecture design to improve integration, functionality, scalability, security, and performance across heterogeneous (legacy and cloud) environments. This SME partners with business and technical stakeholders to translate requirements into durable, interoperable architectures and implementation roadmaps.
Key Responsibilities
· Design and evolve enterprise architectures that ensure scalable, secure, and interoperable data flows between internal and external systems.
· Lead API strategy, design, development, and integration (REST/SOAP), including secure data exchange and governance.
· Utilize integration/API management platforms (e.g., MuleSoft Anypoint), documentation tools (Swagger/OpenAPI), and validation tools (Postman); development experience with GitHub, PHP, Java, SQL, and Lucee ColdFusion preferred.
· Analyze complex business processing problems; propose and implement systems integration solutions and automation of data exchange workflows.
· Perform systems management and integration across mixed legacy and cloud platforms; identify and remediate performance bottlenecks and reliability gaps.
· Collaborate with product owners, developers, security, and operations to convert business requirements into system specs, sequence diagrams, and build plans.
· Define enterprise-level strategies for software, hardware, networking, and cloud optimization (cost, reliability, performance).
· Evaluate and recommend COTS and software solutions for compatibility with HRMSD’s technical architecture and security posture.
· Establish standards for integration patterns, error handling, observability, and versioning; drive continuous improvement of workflows and automation.
· Produce architecture artifacts (reference architectures, data models, interface contracts) and lead technical reviews.

Successful Candidate
A hands-on enterprise architect with deep integration expertise who can translate business needs into secure, scalable system designs and lead cross-functional teams to deliver measurable performance and interoperability gains.
Key Objectives
· Deliver a target architecture and phased roadmap that reduces integration defects and latency by X% within 12 months.
· Implement API standards (design, security, versioning) and an integration governance model adopted by all product teams.
· Migrate priority legacy interfaces to modern, observable integrations with defined SLOs and runbooks.
· Establish performance baselines and monitoring; eliminate top bottlenecks to achieve agreed throughput/availability goals.
· Document enterprise data flows and system dependencies to enable faster impact analysis and change management.
· Recommend and implement cost-optimized cloud and infrastructure patterns without sacrificing reliability or security.
Key Competencies
· Enterprise & Solution Architecture: reference architectures, integration patterns, domain/data modeling, security-by-design.
· API & Integration Engineering: REST/SOAP, OAuth2/OpenID Connect, eventing, webhooks, schema versioning, error handling.
· Platforms & Tools: MuleSoft (preferred) or similar iPaaS, Swagger/OpenAPI, Postman; Git/GitHub; CI/CD fundamentals.
· Engineering Foundations: proficiency with one or more of PHP, Java, SQL; familiarity with Lucee ColdFusion a plus.
· Cloud & Infra: experience across legacy and cloud (AWS/Azure), performance tuning, caching, queues, and observability.
· Security & Compliance: secure data exchange, least privilege, encryption in transit/at rest, auditability.
· Leadership & Communication: stakeholder management, technical writing of specs/diagrams, leading design reviews, mentoring.
· Program Execution: backlog/risk management, dependency mapping, vendor/COTS evaluation, measurable outcomes.
Education & Experience
Minimum 10+ years as a Computer Systems Analyst / Systems Architect delivering enterprise integrations and systems design.
Provides technical/management leadership on major initiatives; sets goals and plans to meet project objectives; interfaces with senior client stakeholders; accountable for methods, staffing, and financials to meet technical requirements; supervises others as needed.
Physical Requirements
Primarily seated office work; occasional standing. On-site presence in Denver, CO may be required occasionally.
