The NISC IV program at Leidos is seeking a Principal Policy and Procedures Analyst to provide support to the Federal Aviation Administration (FAA) System Operations Security Group.
You will use your expertise in the use of National Airspace System (NAS) policy and procedures in various fields related to NAS security and crisis response impacting the NAS. Support will require you to assist the government in addressing a broad range of security issues associated with air traffic control, airspace restrictions, operations security (OPSEC), Sensitive Flight Data (SFD) identification and protection, Automated Dependent Surveillance System-Broadcast (ADS-B) Out Off Authorizations, foreign aircraft overflight security (including State Department designated special interest flights), and the integration of unmanned aerial systems (UAS) in the NAS. You will provide solutions to complex air traffic management (ATM) security situations for NAS stakeholders.
Primary Responsibilities
Support the operational procedures and policies of FAA documents as they pertain to the security of the NAS. This support will include, but not be limited to, the following:
- Identify risks and associated mitigations.
- Support meetings among government and law enforcement agencies.
- Provide support in the writing ATM security procedures and developing Document Change Proposals (DCPs) for FAA Orders related to: sensitive military and law enforcement ATM procedures; Notices to Airmen (NOTAMs); SFD identification and protection, Memorandums of Agreement (MOAs), Letters of Agreement (LOAs); UAS security; etc.
- Track metrics and create reports on the progress of selected activities.
- Provide other written products to the government when required.
- Support related briefings regarding security items for public, local, state and federal stakeholders when required.
- Support development of procedures for, and activati
- ons of, the Joint Air Traffic Organization Command Crisis Action Team (JCAT)
Basic Qualifications
- Requires a BA degree and 12 –15 years of prior relevant experience or Masters with 10 – 13 years of prior relevant experience or if no degree, additional related work experience can be substituted.
- Proficiency with Microsoft Office.
- Ability to obtain a Secret clearance.
- Knowledge of the FAA Air Traffic Control System gained through experience as an FAA procedures specialist, FAA manager, FAA and/or military Air Traffic Control specialist, FAA Headquarters staff specialist; current or former pilot.
- Familiarity with FAA Directives Management policy, including orders, notices, changes, and supplements.
- Demonstrated proficiency with the FAA Document Change Proposal (DCP) process including the preparation, coordination, and implementation of policy updates.
- Familiarity with NOTAMs, Domestic Events Network (DEN), Temporary Flight Restrictions (TFRs); Military Operating Areas (MOAs); Special Airspace Activities (SAA); ADS-B and secondary surveillance radar, and System Wide Information Management (SWIM) programs.
- Experience with technical writing and strong communication skills and demonstrated ability to understand and originate documentation pertaining to NAS security. Typical documents include meeting documentation; letters, white papers; talking points; spreadsheets; trackers; presentation slides; DCPs; MOAs; concepts of operation; tactics, techniques and procedures (TTPs); training plans; and national security plans.
- Excellent oral and written communication skills and ability to handle multiple tasks and deadlines.
Preferred Qualifications
- Skill in communicating at the senior leadership level within the FAA and with the FAA’s Federal, State, Local, Tribal, and Territorial (FSLTT) partners.

Pay Range:
Pay Range $101,400.00 - $183,300.00
