The IT Systems Analyst V performs advanced (senior-level) computer systems analysis work. This role involves analyzing and identifying user requirements, procedures, and problems to automate processing and/or improve existing systems. The analyst will lead initiatives to optimize data-driven decision-making, enhance reporting capabilities, and support predictive analytics. This position helps with coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties, and assign duties and responsibilities and coordinate the work of project staff.
ESSENTIAL FUNCTIONS:
- Lead the design, development, and implementation of dynamic dashboards and reporting systems using Power BI, SQL, and Excel.
- Analyze large datasets to uncover patterns, predict outcomes, and assess risks
- Conduct cost-benefit analyses and monitors and manages project cost to ensure that the project is completed within budget
- Collaborate with stakeholders to define system requirements and translate business needs into technical specifications.
- Tests and diagnoses systems to ensure that critical requirements are met.
- Designs, modifies, and implements new or revised systems to serve new purposes or improve workflow.
- Prepares charts, diagrams, tables, and flowcharts to assist in problem analysis and submits recommendations for solutions.
- Compiles and distributes project information, project status reports, and project budget expenditures; provides regular updates to management, project teams, and others of project status and related issues.
- Develops, reviews, and recommends proposals and bids to management.
- Plan and manage efficient project meetings
- Coordinate and/or participate in the development and execution of enterprise-level strategies and technical direction, including establishing processes and procedures for executing and maintaining technology road maps.
- Coordinate projects that involve cross-functional agency systems and other state entities, including planning and scheduling during project development and implementation stages.
- Coordinate cross-functional projects involving enterprise-level systems and data integration.
- Prepare charts, diagrams, and flowcharts to support system design and problem analysis.
- Develop and execute strategic plans for system enhancements and data analytics initiatives.
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in Information Technology, Computer Science, MIS, Statistics, Mathematics or a related field.
- Two (2) + years of experience in data analytics, business intelligence, or systems analysis.
- Proficiency in Tableau, Power BI, SQL, Excel, and GitHub.
- Strong understanding of data visualization, statistical analysis, and machine learning techniques.
- Familiarity with systems development life cycle (SDLC) and project coordination.
- Education and experience may be substituted for one another.
- Ability to maintain the security or integrity of the infrastructure of the State of Texas.
REGISTRATION, CERTIFICATION OR LICENSURE:
Valid State of Texas Class “C” driver’s license.
Knowledge, Skills, and Abilities:
- Knowledge of computer systems capabilities, programming languages, and data modeling.
- Skill in troubleshooting, testing, and implementing systems.
- Ability to analyze complex systems and communicate effectively with technical and non-technical stakeholders.
- Ability to oversee and coordinate the work of others.
