Manage the pre-proposal pursuit process across multiple early-concept opportunities with various government R&D customers.

Lead capture on proposal responses to BAAs and RFPs to include managing the capture, coordinating with subcontractors, collaborating with the technical team to write the technical volume, working with internal contracts and finance teams to produce the cost volume.

Coordinate extensively across technical and functional support staff to enable on-time, on-budget delivery

Translate and track customer needs, and advise technical experts and senior leaders on optimal solutions

Monitor spending, staffing, schedules, contracts, purchases, and deliverables
-
Manage schedules, resources, and budgets to ensure execution within cost targets
-
Identify, track, and escalate program risks and issues for mitigation
-
Facilitate collaboration through clear communication and information sharing
-
Employ PM best practices and tools to maintain alignment across complex projects
-
Deliver regular project updates and insights to stakeholders and leadership
-
Lead review meetings, inform decision making, and coordinate across project interdependencies

Drive achievement of milestones through resource planning and progress tracking

Qualifications You Must Have:
-
Active Secret clearance
-
Bachelor's degree in a STEM field with 10 years of experience, or an advanced degree with 7 years experience
-
Experience shaping, pursuing, and capturing new opportunities through customer interactions and proposal development.
-
Experience executing program management practices on Government-funded R&D contracts.
-
Experience planning, staffing, and tracking multi-person projects
-
Must have experience contributing to strategic IRAD project development and investments
-
Resourceful problem-solver able to spot issues, communicate risks, and take action to solve problems
-
Collaborative team player passionate about technology
-
Proficiency with MS Office, MS Project, and financial tracking in Excel
-
Proficiency with collaboration tools such as Confluence and Teams
-
Strong written and verbal communication skills
-
Position may require some amount of overnight travel

The salary range for this role is 137,000 USD - 275,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
