Lead the coordination and integration of workforce planning activities focused on build (develop talent internally) versus buy (external hiring) strategies.

Develop, implement, and monitor an enterprise Strategic Workforce Action Plan for AI talent at RTX.

Ensure alignment of talent strategies with the overarching AI Strategic Workforce Plan.
Collaborate across RTX Business Units and HR functions:
-
Coordinate and collaborate with HR CoEs, including Talent Acquisition, Talent Development, Learning, HR Business Partners, Total Rewards, and Change & Organizational Health, to gather insights, align strategies, and facilitate timely execution of talent initiatives.

Serve as the central point of contact for HR project team members to ensure seamless communication, alignment, and integration of solutions.
Execute enterprise talent solutions:

Drive the creation and execution of enterprise-wide solutions such as targeted sourcing campaigns, upskilling initiatives, and learning programs to address AI talent needs.

Design and implement scalable talent integration strategies that align with RTX’s business objectives.
Provide leadership and facilitation:

Facilitate workshops, meetings, and decision-making forums to drive consensus and action plans across HR teams and stakeholders.

Proactively identify barriers to progress, propose solutions, and ensure timely resolution of issues.
Support Change Management and Organizational Health:
-
Partner with change management and organizational health teams to support the adoption of new processes, tools, and strategies.

Ensure effective communication and engagement strategies to drive organizational buy-in for AI talent initiatives.
Provide HR Partnership

Collaborate with business leaders to achieve organizational objectives.

Partner, advise and coach leaders and employees to enhance employee engagement, foster team development, and improve organizational effectiveness.

Lead HR core processes: workforce planning and optimization, performance development, change management, succession planning, employee relations, salary planning, and incentive compensation.
Qualifications You Must Have
-
A University Degree or equivalent experience and minimum 14 years prior relevant experience, or an Advanced Degree in a related field and minimum 12 years experience.

Minimum 10 years of related HR experience.

Proven experience as an HR Business Partner or Talent Leader, with expertise in strategic HR initiatives.

The salary range for this role is 176,000 USD - 352,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
