The Manager of Construction is accountable for the planning, coordination, and execution of construction activities on natural gas infrastructure projects. This role leads a team of construction managers, inspectors, and supports staff by providing leadership and guidance toward objectives. The manager also provides oversight during development, design, construction, commissioning, and turnover to operations. The ability to coordinate with Project Management, Operations, Environmental, Safety, Asset Integrity, and other departments is a key to success.
Responsibilities/Expectations:
- Supervises all construction-related activities including front-end development, planning, design and engineering, construction bid package development, bidding and contractor selection, construction kickoff, etc
- Reviews scopes of work, schedules, cost estimates, drawings, execution plans, and contracts during project development; identifies risks and suggests mitigation strategies
- Provides support, direction, and leadership to project construction teams; holds team accountable that all work is completed according to construction specifications, procedures, and standards
- Provides input on contracting strategy and is heavily involved in contractor selection, qualification process, capabilities assessments, and vetting of key contractor personnel
- Establishes ongoing working relationships with construction departments to ensure interface processes are working properly; collaborates to resolve problems or issues when they arise
- Facilitates the implementation of QA/QC inspection program to ensure satisfactory quality results and adherence to contract terms and requirements
- Ensures project construction teams are adhering to the construction contract and assists in resolving issues around quality, staffing, and change orders
- Coordinates workforce planning and career development for direct employees; delegates and coordinates the work of others

Education/Years of Experience:
- Required: High School Diploma or GED; a minimum of twelve (12) years of experience in construction, inspection, or commissioning experience with oil and gas facilities, stations, or plants
- Preferred: Bachelor's degree in Engineering or Construction Science: a minimum of fifteen (15) years of experience in construction, inspection, or commissioning experience with natural gas pipelines, gas processing plants, transmission compressor stations, or gas gathering projects
Other Requirements:
- Demonstrates outstanding organizational/interpersonal skills and safety as the utmost priority
- Possesses a broad understanding of engineering, estimating, and construction management
- Proficiency in Microsoft Office applications with emphasis in Excel, PowerPoint, Word, and Teams
- Knowledge of construction contracts, contractor procedures, and construction work sequences for plants, stations, and pipelines
- Solid understanding of codes & standards such as ASME, DOT, API, OSHA, and AWS inspection procedures
- Possesses experience and is knowledgeable in earned value, schedule of values, Primavera P6 schedules, and progress reporting
- Preferred: Previous managerial or supervisory experience
- Preferred: FERC project experience
Additional Responsibilities:
- Assigns construction team members to projects based on skills, experience, and project requirements; trains and develops team members
- Reviews QA/QC staffing plans, construction execution plans, cost/schedule management, and construction reporting plan to business partner
- Establishes clear expectations for safety and environmental compliance with construction management teams, inspection teams, and third-party contractors
- Evaluates team resource requirements and recommends changes as needed to support the business; manages costs through accurate planning, budgeting, forecasting, and scheduling with a focus on safety, high reliability, environmental, and regulatory compliance
- Maintains knowledge of current industry trends and outlooks pertaining to natural gas infrastructure construction
