Job Summary:
We are seeking a Security Professional to serve as the Facility Security Officer (FSO) and primary point of contact for all business unit security matters with the Defense Counterintelligence and Security Agency (DCSA). This individual will oversee, collect, and analyze pertinent security data, developing standardized processes to mitigate potential risks and threats. Beyond core FSO duties, this position will also provide support to the compliance team on broader compliance initiatives and projects as needed.
What You Will Do:
- Conducting physical security and risk vulnerability assessments; providing recommendations to strengthen security infrastructure.
- Developing and implementing physical security controls, protocols, and procedures.
- Training employees on the observance of physical security and safety protocols.
- Serves as the Insider Threat Program Special Officer (ITPSO).
- Prepare and review DD254s to ensure adherence to classified programs.
- Provide quarterly reporting and security activity overview to the SMO.
- Investigate and report security violations and incidents and work closely with Program Managers, employees and management to develop appropriate corrective actions .
- Perform required self-inspections of security program, resolving possible security violations and initiating measures to correct security deficiencies.
- Process visit requests for personnel and international visit requests.
What You Will Have:
Must be able to obtain a (Secret, Top Secret, SAP, etc.) Security Clearance.
Must be able to successfully pass a U.S. Government Background Check.
Risk Management: Knowledge of processes, tools and techniques for assessing and controlling an organization's exposure to risks of various kinds; ability to apply knowledge of risk management appropriately to diverse situation.
- Deliver Security Training and Awareness for Insider Threat, Reporting Requirements, OPSE.
- Maintain Records of training completion
- Conduct annual self-inspections per NISPO
- Implement continuous improvements
- Prepare for DCSA reviews
Standard Operating Procedures: Knowledge of established standard operating procedures (SOP); ability to design, implement and evaluate standard operating procedures affecting compliance operations in order to increase operational efficiency.
- Adjusts SOPs according to changes in organizational and industry procedures.
- Tracks deviations from and modifications to existing SOPs in business operations.
- Ensures compliance with industry standards, regulations and policies.
- Assists in establishing a standard operating procedure based on workflow and environment review.
- Reviews the efficiency of standard operating procedures in terms of performance improvement.
Decision Making and Critical Thinking: Knowledge of the decision-making process and associated tools and techniques; ability to accurately analyze situations and reach productive decisions based on informed judgment.
- Differentiates assumptions, perspectives, and historical frameworks.
- Evaluates past decisions for insights to improve decision-making process.
- Assesses and validates decision options and points and predicts their potential impact.
- Advises others in analyzing and synthesizing relevant data and assessing alternatives.
- Uses effective decision-making approaches such as consultative, command, or consensus.
- Ensures that assumptions and received wisdom are objectively analyzed in decisions.
Personnel Security: Knowledge of techniques, equipment and processes to ensure personnel security; ability to implement the measures necessary to safeguard an organization's employees and visitors.
- Ensure all cleared personnel have appropriate and current security clearances (PCLs)
- Submit clearance requests and manage reinvestigations through DISS
- Maintain records of SF-86 submissions, reinvestigations, and clearance statuses
- Conduct initial and annual security briefings (initial, annual, debrief, insider threat, anti-terrorism, OPSEC)
- Implement and enforce physical security measures to protect sensitive data
- Respond to emergency alarm calls off hours

Summary Pay Range:
$97,530.00 - $146,290.00
Compensation and benefits offered may vary depending on multiple individualized factors, job level, market location, job-related knowledge, skills, individual performance and experience. Please note that salary is only one component of total compensation at Caterpillar.
