WHO YOU’LL WORK WITH
You will report directly to the Chief Executive Officer (CEO), and work directly with the Technical Advisory Committee (TAC) - a body of technically qualified individuals responsible for reliability standards and the integrated resource plan (IRP).
YOUR ROLE WITHIN THE TEAM
As Planning Manager, you provide strategic leadership and program oversight for the IRP and related planning initiatives. The Planning Manager will provide a leadership role in developing and obtaining acceptance of the IRP. Develop and manage the schedule and costs of completing the IRP. Define key milestones or decision points of the IRP process to ensure that the completion of the IRP will be the result of a plan that has buy-in and support during the entire development process and not just the steps toward final approval.
Technical Advisory Council
- As an integral member of the Technical Advisory Council (TAC), you’ll ensure that the recommendations from Working Group Managers are evaluated and considered equally with dissents in developing the recommendation of the TAC.
- Actively participate in the development of Reliability and Interconnection Standards for the Railbelt Bulk Electric System to provide for the safe, reliable and secure operation on the Railbelt electrical system and to allow equal access to all eligible entities in a non-discriminatory manner.
Integrated Resource Plan
- In coordination with a third-party consultant, lead the development of the Integrated Resource Plan.
- Serve as the Manager of various Working Groups for the IRP, including the development of schedules, meeting materials and public presentations.
- Lead transparent, stakeholder-driven planning process by soliciting feedback and resolving dissenting opinions within Working Group meetings.
- Present a final Manager’s Recommendation to the Technical Advisory Council, based on stakeholder feedback to the Working Groups for each IRP Product.
- Assist the CEO in presenting the TAC Recommendation to the RRC Board for each IRP Product.
- Coordinate filing of a final IRP to the Regulatory Commission of Alaska.
- Manage planning activities to ensure efficient allocation of resources.
- Maintain accurate and organized records using the RRC’s approved processes and procedures.
- Stay up to date with power system planning industry activities and potential future changes in order to adapt the planning process, models, and system analysis.
- Update and maintain Bulk Electric System planning models for use in the IRP.
Reliability Standards
- Maintain the RRC’s compliance with applicable system planning reliability standards.
Communication and Public Engagement
- Lead public presentations and provide information to the public on the development of the IRP.
- Oversee Maintenance of the IRP webpage on the RRC website.
- Support public inquiries, ensuring clear and professional communication.
- Review business operations to maintain compliance with public process requirements.
Safety and Compliance
- Promote a culture of safety across the organization.
- Perform responsibilities in compliance with safety regulations and organizational standards.
Additional Responsibilities
- Assist in developing RRC rules, policies, and procedures.
- As designated by the CEO, act as an RRC representative on external committees such as those under the Railbelt Transmission Organization.
- Perform other duties and projects as assigned.
Essential Qualifications
- Required, bachelor’s degree in engineering, preferred master’s degree in electrical or mechanical engineering, economics, or business administration.
- Minimum of ten years’ experience in system planning, resource planning, resource evaluation and development or development of Integrated Resource Plans. Additional experience may be substituted for the educaiton requirments.
- Experience required in the operation or planning of islanded power systems such as the Railbelt system or be able to articulate the key differences that must be considered in the planning or operation of islanded power systems.
- Preferred, licensed professional engineer registration in the State of Alaska or the ability to obtain registration by comity.
- Valid Alaska driver’s license (or ability to obtain one under Alaska regulations) with an acceptable driving record.
- Must be able to pass a background check to meet Critical Infrastructure Protection standards required.
Knowledge, Skills, and Abilities
- Knowledge in the development and evaluation of resource and transmission plans to mitigate reliability deficiencies
- Knowledge in the development and evaluation of resource alternatives, including renewable energy resources
- Working knowledge of new transmission and resource technologies applicable to a sub-arctic, islanded system
- Working knowledge of how to evaluate cost effectiveness of a resource plan and how to determine value
- Ability to commute to out-of-town meetings and travel to out-of-state events, as needed
- Possess a high-level written and oral communication skills in order to present information and ideas accurately and in a manner that the public, board members, and fellow employees will understand
Pay: $150,000.00 - $215,000.00 per year
