Experience Required: Seven (7) total years of experience: Four (4) years of aviation FAA Part 91/135/145 operations experience and three (3) years of management experience in helicopter aviation maintenance repair overhaul or commercial helicopter aviation operations.
Job Description:
The Part 145 Operations Manager is responsible for the successful operation of the Federal Aviation Administration (FAA) Approved Repair Station in all aspects of aircraft completion/manufacturing and maintenance, including the oversight and management of the business unit’s profit and loss (P&L).
- Develop and revise company procedures and work instructions and manage FAA-accepted and approved company operating manuals to ensure safe, efficient, and compliant operations.
- Oversee all 145 operational activities on a 24/7 on-call basis.
- Provide oversight and approval for any manufactured Parts Manufacturer Approval (PMA) installation deviations that may require field approvals and complex certification.
- Manage department operating expenses and salary budgets, adhering to the approved budgets, and develop variance analysis for deviations from the budget.
- Manage department and facility capital expenditure request (CER) budget, presenting proposals and pitches for CER funding over $15,000 to the Executive Leadership Team Investment Council for approval to utilize budgeted funds.
- Ensure compliance with all applicable regulations and standards, including Title 14 of the Code of Federal Regulations, AS9100 & AS9110 (Aerospace Standard 9100 / 9110 Quality Management Standards), and customer requirements as needed.
- Develop and meet schedules during the modification completion of customer helicopters, using sales & operations planning and new product introduction processes to assess and mitigate risks to projects.
- Ensure that adequate training, equipment, materials, and competent personnel are available for operations. Assist in developing plans to identify and correct deficiencies.
- Coordinate pilots and other external resources to support delivery schedules of helicopters and helicopter components.
- Ensure all documentation of completed work orders and inspection forms are properly organized and maintained.
- Ensure that no defective, unserviceable, or non-airworthy parts are used and that they are properly handled within the repair facility.
- Lead continuous improvement efforts for 145 operational areas, including support groups such as the base safety committee, and hold the West Mifflin Part 145 delegation on the “Change Acceptance Board.”
- Run, organize, and participate in operational program status meetings, including monthly sales and opportunities meetings, monthly business scorecard meetings, and quarterly finance meetings.
- Maintain and recommend changes to the facility to accomplish divisional objectives, including the continued alignment and continuity of the 3 UR repair station business units.
This position directly supervises four individuals: two Production Planners (43-5061.00), one Facilities Specialist (11-3013.00), and one Production Shop Supervisor (51-1011.00).
Minimum Qualifications:
- FAA Airframe and Powerplant (A&P) certification.
- AS9100/ISO9001:2015 Lead Auditor certification.
- Knowledge of Federal Aviation Regulations.
- Knowledge of the use and completion of FAA Form 8130-1, Issuance of Airworthiness Certification.
- Knowledge of avionics systems integration.
- Knowledge of Electromagnetic Interference (EMI), Full Authority Digital Engine Control (FADEC), and High-Intensity Radiated Fields (HIRF) testing requirements.
- Knowledge of DWG (AutoCAD format) reader.
- Knowledge of Profit & Loss, Revenue Recognition, and business finance.
- Knowledge of Business Key Performance Indicators and measurement of KPI programs.
- Knowledge of 5S and Lean programs in manufacturing and ISO9001:2015.
- Knowledge of FAA Part 21 Production, Parts Manufacturer Approval (PMA), and Supplemental Type Certificate (STC) regulations.
- Knowledge of Business reporting systems, including Rolling Action Item List (RAIL), Gantt, and advanced PowerPoint abilities.
Salary (Annual): $152,000.00 - $162,00.00
Work Location: 57 Allegheny County Airport, West Mifflin, PA 15122. Fulltime office.
Travel: Up to 25% of the time, domestic and international
Hours of Work: Usually 8 a.m. to 5 p.m., Monday through Friday
