Develop accurate cost estimates based on proposal requirements and GSS Cybersecurity scope of work.

Collaborate with the Capture Team, Engineering, and DT to document functional requirements and translate them into GSS Cybersecurity Basis of Estimates (BOEs).

Validate and analyze actuals, ensuring consistency in task descriptions and a sound estimating approach.

Communicate effectively with multiple leadership levels to revise proposals based on feedback and ensure timely submissions.

Train, mentor, and educate less experienced GSS Cybersecurity professionals, including estimators, on BOEs, proposal processes, and Earned Value Management System (EVMS) practices.

Manage changes in the GSS Cybersecurity scope of work and ensure they are accurately reflected in BOEs

Willingness to gain special access clearance for specific work activities as appropriate.

Ability to travel 10% of the time.
Qualifications You Must Have
-
Typically requires a University Degree or equivalent experience and minimum 8 years prior relevant experience, or an Advanced Degree in a related field and minimum 5 years’ experience.

Experience in proposal estimation, capture efforts, or project management.

Experience with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Truth in Negotiations Act (TINA), and other government procurement regulations related to bid/cost proposals.

Ability to obtain and maintain a U.S. Government issued security clearance; U.S. citizenship is required.
Qualifications We Prefer

Active and transferable U.S. government issued security clearance is highly desirable.

Knowledge of contracts, Statements of Work (SOWs), BOEs, and cybersecurity processes and practices.

Experience with contract negotiation and management.

Relevant certifications such as CISSP, CISM, or PMP.

Control Account Management (CAM), Earned Value Management System (EVMS), or Project Management Institute (PMI) certification.

Familiarity with APEX/SAP Managed Programs finance module and Business Warehouse or similar systems.

Understanding of industry regulations and standards (e.g., NIST, DAAPM, JSIG).

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels.
