This role leads the team responsible for the benefit development and implementation of medical programs offered to federal employees, annuitants, and their eligible dependents. It involves designing products that align with the strategic goals and initiatives of both the Blue Cross and Blue Shield Association (BCBSA) and the Office of Personnel Management (OPM). Additionally, this role advances the Blue Brand by ensuring the strength and value of our products compared to competitors and ensures that the Blues remain a leader in the Federal Employees Health Benefits and Postal Employees Health Benefits Programs.
- Responsible for the strategic planning and development of 3-year benefit strategy. Also participates in the annual benefit negotiation process with OPM. Responsibilities include responding to requests and proposals from OPM, preparing presentations for OPM and BCBSA Senior Staff.
- Facilitates year-end benefit implementation which includes the Call Letter response, writing and publication of the Benefit Policy Manual (BPM), the Administrative Procedures Manual (APM), the Plan Brochures, and all materials related to benefits. This entails working closely with all BCBSA FEP departments and the FEP Operations Center.
- Lead and manage a team with the aim of driving effective performance management, fostering professional growth, and creating a positive and inclusive work environment. This role is dedicated to utilizing strong leadership and communication skills to motivate and inspire team members, ensuring they are aligned with and committed to achieving the organization’s goals.
- Directs initiatives designed to advance operational excellence in relation to new and innovative product offerings in support of FEP's strategic goals and to advance the Blue Brand overall - to include provider network innovations needed to enhance product offerings. Evaluates competitor and Blue Plan commercial group activities to keep current on innovation in product design and benefit offerings. Utilizes information to recommend business strategy for potential innovations.
- Advances BCBSA's Mission and Culture by serving as a subject matter expert on behalf of the member benefit and provider network teams; serves as a representative on multiple internal work groups and Plan advisory groups. Takes a leadership role in educating staff and BCBS Plans on FEP benefits.

$113,008.00-$162,551.28
Qualifications:
Education
- Required Bachelor's Degree in Healthcare, Business Administration, related field or equivalent work experience.
Experience
- Required 7+ Years of health care experience with progressive responsibility in a management or leadership role
