The Sr. Manager, Project Controls Site Lead is accountable for ensuring the integrated project controls site team’s compliance with J&J Worldwide Procedures and the implementation of scalable E&PS Project Controls tools, guidelines and industry best practices throughout the lifecycle of the project. This candidate will require a strong background in estimating, cost control, scheduling, earned value and progress management, and risk management. This role will be part of the Global Project Controls & Assurance team.
This role is responsible to drive standardization through the ideation, definition, execution and assessment phases, including, but not limited to, managing detailed cost, schedule and earned value metrics, reporting, implementing and promoting Risk Management processes and objectively evaluating and communicating on overall project progress and status. In addition, this role will support the Project Leader delivering early cost estimates and cash flow forecasts, business case alignment, project execution approach alignment, timely project progress and actionable reporting throughout the project phases while implementing lessons learned for continuous improvement.
An ideal candidate for this role will have strong leadership experience with demonstrated competency interfacing with multiple levels of the organization including senior leaders (internally & externally), and strong networking and team-building skills. In addition, an ideal candidate for this role will have proven experience driving progress on large capital projects, preferably Biologics projects, while remaining focused under ambiguous and complex project delivery situations.
In this role, forming and fostering key relationships including collaboration with the J&J Project Delivery team, cross functional business teams, external partners, key stakeholders and business leaders will be crucial. This role will also ensure alignment with key E&PS functional partners (Global Finance, Project Management, CCFS and Facilities Management).
Key Responsibilities
- Guides the Front-End Loading project stage, including but not limited to early estimating in support of the Capital investment strategy, driving alignment on project definitions, scope, and priorities, and ensuring that resources, capabilities, and processes are in place.
- Supports the implementation of J&J’s IDEA Project Delivery Process, ensuring particular focus on cost, schedule and risk mitigation objectives, and adherence to key financial procedures.
- Proactively collaborates with the project team to develop & align Capital Appropriation Request(s) estimates, cost accounting and appropriate level of schedule to ensure seamless integration into the project approval process.
- Ensures key tools and processes are in place to monitor project deliverables and key objectives. Monitors and reports on validated project progress to all stakeholders and objectively and succinctly presents potential project risks and areas of concern accompanied by viable solutions.
- Ensures proper change control processes are in place and efficiently adhered to.
- Ensures that Risk Management processes are implemented through all stages of the IDEA project delivery process (i.e. Cost & Schedule Risks assessments)
- Attends and actively participates in key project meetings during the engineering, construction and start-up phases of the project.
- Evaluates the Designer (AE), Construction Management (CM) and Commissioning and Qualification (C&Q) firms’ reported cost, schedule and field progress performance.
- Supports project management office (PMO) and other project controls personnel in evaluating and forecasting commitments, expenditures, cash flow, and analyzing change orders.
- Reviews and provides recommendation on design-to-budget/value and construction estimate trends ahead of establishment of prime contract with contractors).
- Assists in the development and detailed review of cost estimates, including detail review and analysis of scope, inclusions and exclusions, unit rates, subcontractor costs, fees and markups, and indirect costs.
- Evaluates subcontract procurement plan, and monitors performance against target dates.
- Reviews and validates against targets the subcontractors’ costs and schedules prior to award.
- Evaluates project contingency budgets and monitors usage throughout the duration of the project.
- Reviews payment applications and validate progress claimed to compliance with commercial and/or other contractual terms.
- Maintains and (timely and accurately) reports on project progress via J&J’s “21-Tab / ESR” (executive summary report) including:
- Project status against funding authorization and target schedule.
- Key accomplishments, critical issues, areas of concern and potential mitigation plans.
- Project cashflow against plan.
- Project safety statistics.
- Actively guides the overall project schedule development, integration, cadenced management and reporting to ensure accurate representation of overall project scope that relies on sound industry practices of planned, actual and forecasted project tasks of all associated disciplines (design, engineering, procurement, construction, business systems, automation, commissioning, start-up, qualification, operational readiness, process validation and technology transfers.
- Leads detailed assessment of critical and near-critical paths to ensure that the project team focuses on possible mitigation plans in case of schedule delay.
- Facilitates frequent and thorough reviews of the overall integrated schedule and logic networks for all workstreams to ensure schedule reliability.
- Supports the development of programmatic and/or project-specific procurement strategies in support of the overall project execution approach.
- Facilitates the identification of areas of project opportunities and/or threats, including recommendations to optimize schedule performance.
Education & Experience
Education:
- Business, Engineering, Architecture or Construction Management degree from an accredited institution or equivalent required
- Project Management Professional (PMP) certification or equivalent required
- High proficiency in Microsoft Excel, Project, PowerPoint, Primavera P6 or Oracle Primavera Cloud (OPC) and Monte Carlo analysis required
Experience, Skills & Knowledge:
Required:
- Minimum 15 years of project controls experience supporting major capital project delivery investments, relevant business experience and operations management
- Extensive project controls and project delivery knowledge in complex EPC environments
- Proven prior experience managing and positively influencing outcomes in complex capital projects exceeding total install costs of $250MM in Supply Chain, R&D, Pharma or Medical Devices.
- Knowledge, experience, proven adaptability with applicable translation of complex business needs into clear and measurable project objectives
- Track record of developing and maintaining highly collaborative partnerships at all levels within project delivery teams and overall organization
- Strong listening, communicating and problem-solving skills while managing risk areas, areas of concern and potential project conflicts
- Extensive proven knowledge of Project Controls methodologies in estimating, cost and schedule (end-to-end) management and risk control processes
- Familiarity with multiple contract types, implementation and management of these contracts
- Experience in end-to-end integrated planning and scheduling is required, and hands-on knowledge with Primavera P6 is preferred
Preferred:
- Familiarity with J&J project management/delivery approaches (i.e. IDEA project delivery process)
- Experience with web-based project management information systems and Monte Carlo analysis
- Experience in an FDA regulated industry
