The Senior Policy Consultant Supervisor will work with senior staff, subject matter experts, and junior staff to support policy development and implementation for FEMA and other federally funded recovery/mitigation programs.
Job Duties
- Provides authoritative guidance and expertise on FEMA program requirements and translates requirements into practical program implementation approaches
- Serves as part of a team delivering regulatory and compliance support for FEMA program efforts, including guidance on eligibility, national objectives, and program best practices
- Provides expert-level policy support for federal oversight visits (e.g., Congressional delegations, senior COR3 and FEMA leadership, oversight entities)
- Develops complex written materials in compliance with federal and state regulations, including action plans, amendments, program guidelines, standard operating procedures (SOPs), and policies; develops supporting technical documentation
- Assists in processing, developing, reviewing, and updating policies based on changes published by federal agencies
- Partners with BDO subject matter experts to communicate applicable federal regulations for disaster recovery and mitigation programs
- Monitors projects and contracts for compliance with federal, CDBG-DR, state, and program requirements
- Other duties as required
Supervisory Responsibilities:
- May oversee and review work performed by junior analysts and consultant assistants
Qualifications, Knowledge, Skills and Abilities
Education:
- Bachelor’s degree from an accredited university, required
Experience:
- Three (3) years of relevant experience, required
- Three (3) to five (5) years of FEMA program/policy experience or similar federally funded program experience, preferred
- Experience with policy and compliance, preferred
- Experience with emergency management, preferred
- Experience with disaster recovery and/or mitigation, preferred
- Experience with community planning, preferred
- Experience with federally funded programs, preferred
