JOB DESCRIPTION:
- Reviews for accuracy, assesses legitimacy of the Integrated Master Schedule (IMS), integrates results into the Master IMS, and tracks updated and reconciled schedule information from program, subcontractor, launch site and associate contractor schedules. Use of standardized/specialized software, as prescribed, is required.
- Develops and maintains schedule forecasts, estimates, analyses, risk assessments, as well as, the health metrics of the schedule based upon the Defense Contract Management Agency (DCMA) 14-Point Schedule Assessment and DoD schedule-related Tripwire Metrics.
- Produces, publishes, archives and maintains component, system, subsystem and integrated program master schedules.
- Analyzes the Program Level IMS for compliance with the Program Contractor’s Statement of Work (SOW), IMP, Contract Data Requirements List (CDRL) and Data Item Description (DID).
- Schedules and records the tasks to achieve the completion of each major event within the Program Level IMS; and, analyzes the IMS to identify opportunities to improve Program execution.
- Regularly attends Integrated Product Team (IPT) and Working Group meetings as a Subject Matter Expert (SME).
- Facilitates and analyzes schedule data for accuracy within activities such as, but not limited to, Integrated Baseline Reviews (IBRs), Rolling Waves, Deep Dives and Re-Baselines.
- Perform analysis of the Program Contractor’s technical, cost, and schedule performance, and risk analysis utilizing Earned Value Management (EVM) and other program data to include Performance Measurement Baseline (PMB), variance, trend, EVM and schedule health metrics with Cost Performance Index (CPI), Schedule Performance Index (SPI), to complete performance Index (TCPI), Estimate at Complete (EAC), Baseline Execution Index (BEI), and Critical Path Length Index (CPLI).
- Assist with the Directorate’s Earned Value Management (EVM) execution by reviewing/analyzing acquisition planning documents relating to EVM such as acquisition strategies, Requests for Proposal (RFP) and EVM related Contract Data Requirements Listing (CDRL) in compliance with SMC Instructions; record assessment results.
- Support Integrated Baseline Reviews (IBRs) and Rolling Wave process to include verifying and validating the Program Contractor’s baseline; Integrated Master Plan (IMP) traceability, Integrated Master Schedule (IMS) horizontal and vertical integration, analyze technical performance to provide insight into contract technical and schedule performance baseline issues.
