Description:The Collections & Cash Application Manager – DFAS provides end-to-end leadership of post-billing Accounts Receivable (AR) activities for U.S. Government/DFAS customers, ensuring timely, accurate, and compliant posting of receivables and reconciliation of the AR subledger to the general ledger in alignment with enterprise financial standards.
The role defines and executes the operational strategy for DFAS collections and cash application, overseeing queue management, exception resolution, unapplied and misapplied cash handling, and reconciliation activities across SAP S/4, MOCAS, WAWF, and Cognitus platforms. Applying deep knowledge of DFAS interfaces, government billing/payment protocols, and supporting documentation requirements, the Manager safeguards entitlement accuracy, documentation integrity, and compliance with enterprise, contractual, and regulatory standards.
The role proactively identifies systemic delays, discrepancies, and AR system issues that may impact government collections timelines, cash posting accuracy, cash flow timing, or audit readiness, escalating material risks and enhancement needs to senior leadership. Leveraging enterprise analytics and defined Order to Cash (OTC) performance metrics, the Manager monitors receivable health, payment/acceptance trends, service levels, and policy adherence to inform targeted process improvements and capacity planning decisions.
The Manager partners with Invoice & Billing, Contract Close-Out, Supply Chain, IT, Legal, Compliance, Internal Audit, Accounting, and Business Areas (BA) to ensure consistent, policy-compliant execution and seamless upstream and downstream integration across DFAS-governed processes.
In alignment with OTC strategy and broader GFS objectives, the Manager supports organizational transition and technology adoption initiatives that strengthen operational resilience within a rigorous government compliance and audit environment.
In addition, the Manager leads and develops Associate Managers, Supervisors, and staff, fostering accountability, operational discipline, and continuous improvement initiatives that enhance service quality, compliance integrity, and overall AR performance within the government portfolio.
