Principal Systems Engineer

KBR is seeking a Principal Systems Engineer to support NOAA NESDIS and NWS customer Agile development and subsequent transition, operations and maintenance. The candidate will work in a fast-paced environment leading the operational transition, and sustainment efforts. This will include leading teams that provide testing, training, help desk, and Information Technology (IT) support to the program.
During the development phases this candidate will lead the development of various interactive/electronic knowledge management CDRLs and lead the development of the testing, training, transition, and O&M plans. This candidate will lead contractor formal Developmental Test and Evaluation (DT&E) and support to Government Operational Test and Evaluation (OT&E). This contractor will lead the training and provisioning of the new system to the user community after development phases. This candidate will lead Help Desk and IT teams during T2O phases of the work.
REQUIRED EDUCATION/EXPERIENCE:
Required Experience, Knowledge, and/or Skills:
- At least eight (9) years of experience working directly with/for NOAA NWS.
- Experience leading complex logistical projects
- Experience delivering training on time sensitive meteorological software
- Experience transitioning operations from legacy to new software
- Experience coordinating across various NWS stakeholders and offices
- Experience with meteorological software and environments.
- Understanding of various meteorological data formats.
- Experience developing user manuals and implementation guides
- Experience assessing the feasibility and viability of operational users requested for enhanced capability
- Ability to analyze and think quickly; resolve conflict; intellectually curious
- Must have a bachelor’s degree in a technical major, such as Engineering or Atmospheric Science
- Strong communication, interpersonal and mentoring skills
- Ability to adapt to a changing environment
- Humble, empathetic, team player, and NWS Mission oriented
- Working knowledge of common software and database languages
Desired Experience, Knowledge, and/or Skills
- Solid understanding of the Secure Software Development Lifecycle and experience with successful Agile techniques
- Understanding of cloud engineering solutions and services
- Experience leading technical assessments of deliverables, software integrity, stability, and compliance.
- Experience working with GOES-R and JPSS weather data products.
- Understanding of ITIL processes and execution.
Experience and/or Education in lieu of these qualifications will be reviewed for applicability to meet these requirements.
Basic Compensation:
$120,800.00 - $181,100.00 USD Annual
The offered rate will be based on contract affordability and the selected candidate's working location, knowledge, skills, and/or experience and in consideration of internal parity.
