Lead Instrumentation & Control Engineer (Commissioning/Start-Up/Operation)
Location: Basra. Iraq. 28/28 Rotation
Overview
Responsible for leading all instrumentation, control, and automation pre-commissioning, commissioning, and start-up activities for a Central Processing Facility (CPF). Ensures safe verification, functional validation, and operational readiness of control systems, safeguarding systems, and field instrumentation prior to hydrocarbon introduction, in compliance with international standards.
Key Responsibilities
- Lead loop checks, calibration, and functional testing of field instrumentation and control systems.
- Verify installation and configuration of transmitters, control valves, analyzers, metering systems, and package controls.
- Review and validate P&IDs, instrument index, loop drawings, cause & effect diagrams, and control narratives.
- Coordinate and witness Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT).
- Ensure configuration and testing of DCS, PLC, ESD, and Fire & Gas (F&G) systems.
- Validate alarm settings, trip points, permissive logic, and safeguarding interlocks prior to startup.
- Coordinate integrated system testing with Process and Mechanical teams.
- Manage punch list clearance related to instrumentation and automation systems.
- Support plant performance testing and stabilization during ramp-up phase.
HSE Responsibilities
- Ensure compliance with project HSE policies, Iraqi Ministry of Oil regulations, and international safety standards.
- Enforce Permit-to-Work (PTW) and Lock-Out/Tag-Out (LOTO) procedures during energization and live testing.
- Participate in Job Safety Analysis (JSA), SIMOPS coordination, and Pre-Startup Safety Reviews (PSSR).
- Verify safe testing and validation of safety-critical systems including ESD and F&G.
- Investigate instrumentation-related incidents and implement corrective actions.
- Promote a strong safety culture within the instrumentation commissioning team.
Interface & Leadership Responsibilities
- Lead the instrumentation commissioning team and coordinate with Process, Mechanical, Electrical, and Construction disciplines.
- Act as focal point for Client and PMC regarding control system readiness and technical matters.
- Coordinate vendor specialists for DCS, PLC, analyzer, and package control systems.
- Provide progress reporting, technical clarification, and issue resolution during commissioning and startup.
- Support operations team training on control systems, alarm management, and safeguarding logic.
Compliance & Standards
- Ensure compliance with IEC, ISA, and applicable API standards for instrumentation and control systems.
- Verify hazardous area classification compliance (ATEX/IECEx) where applicable.
- Ensure adherence to project specifications and international best practices.
- Ensure completeness of instrumentation turnover dossiers and documentation prior to handover.
