Job Title: Risk and Compliance Manager
Salary: £57,737 per annum + dependent upon experience
Location: Shrewsbury, Shropshire

About IPSD
Caterpillar’s Industrial Power Systems Division (IPSD) designs, tests and manufactures 0.5 to 18L Cat® and Perkins engines that power over 5000 applications including Marine, Petroleum, Industrial Applications, Electric Generators, and Locomotives. Job Summary
Lead the Caterpillar Defense Import and Export Compliance Program in alignment with Enterprise Controls
Define and execute long-term compliance strategies that support Caterpillar’s defense business objectives.
Develop and deliver training programs to promote awareness and accountability across the organization.
Designing and implementing daily procedures and reviewing/assessing activities against internal control standards.
Directing and participating in the risk and compliance education of the organization, ensuring ongoing and follow up education including regulations, policies, procedures and trends.
Developing, initiating and revising policies and procedures for the general operation of the business unit's compliance program and its related activities.
Identifying potential risk and compliance vulnerabilities; developing corresponding corrective action plans for resolution of these issues and providing guidance for use in future situations.

What You Will Do
The role requires the ability to work cross‑functionally with diverse business units to ensure alignment and adherence to multiple compliance frameworks, regulatory requirements, and risk management standards across the organization
Debates the pros and cons of various risk management models.
Implements function-wide risk management processes and tools.
Designs cross-functional risk management processes, tools, and audit mechanisms.
Measures key benefits and drawbacks for specific risk management practices.
Relates risk assessment models and analysis tools and processes to own business.
Establishes key business-specific risk management benchmarks.
Work with Caterpillar’s Trade Center of Excellence (TCOE) group to obtain classifications
Determine origin for manufactured products
Provide supporting evidence for Certificate of Origin submissions to Chamber of Commerce
Work with Business Resources (Finance) and TCOE regarding preferential origin calculations
Support Shrewsbury Supply Chain and Purchasing teams with customs and origin questions
Support IAAS audits around customs and exports as needed
What You Have
Data Gathering and Reporting: Knowledge of tools, techniques and processes for gathering and reporting data; ability to practice them in a particular department or division of a company.
Level Extensive Experience: Owns the end‑to‑end export and import compliance lifecycle, setting priorities and allocating resources to meet business objectives while ensuring regulatory compliance.”
What Will Set You Apart
Knowledge of Caterpillar’s organizational structure and compliance programs.
Background in defense industry trade compliance or government contracting.
Familiarity with UK/EU/US Import/export control regulations.
Strong technical leadership and communication skills.
Ability to manage competing priorities independently.
Comfortable working across functions and management levels.
Demonstrated ethical judgment and ability to lead change initiatives.
Experience or familiarity with anti-bribery, fair competition, and customs compliance programs.
Degree Requirement:
Degree or equivalent experience desired
Export Control regulations (EAR, ITAR, OFAC).
Export certifications (e.g., CUSECO, CIP, CES, ECoP).
