Job Summary
As the Senior Program Analyst for Non-Program of Record (NPOR) solutions, you will serve as the lead analyst and project manager for unique, often urgent, foreign partner requirements that fall outside the traditional Program of Record structure. Operating in a fast-paced, SES-2 level organization, you are a creative problem-solver, responsible for developing and executing tailored acquisition strategies for these non-standard systems. Your primary function is to navigate the complexities of rapid acquisition pathways to deliver mission-critical capabilities while ensuring all solutions are executable, compliant, and—most importantly—logistically supportable over their lifecycle.
Roles and Responsibilities
NPOR Project Management: Lead the end-to-end project oversight for NPOR acquisition solutions, from requirement validation through contracting, delivery, and sustainment planning.
Tailored Acquisition Strategy Development:Coordinate the development ofagileand tailored acquisition strategies for NPOR requirements. Identifyappropriate rapidcontracting vehicles and work with contracting centers and industry to secure solutions for unique partner needs.
Risk and Sustainment Analysis:Conduct comprehensive risk assessments for proposed NPOR solutions, with a critical focus on long-term sustainment, interoperability, and technology transfer. Develop obsolescence and lifecycle support plans for systems that lack a U.S. Army program sponsor.
Stakeholder Coordination:Serve as the primary liaison between foreign partners, DASA DE&C, Program Acquisition Executives (PAEs) (for related technologies), Life Cycle Management Commands (LCMCs), and various contracting centers to shepherd NPOR projects to successful completion.
Basic Qualifications:
Bachelor's degree in Business, Management, or a technical field is required.
A minimum of eight to twelve (8-12) years of proven experience in DoD/Army acquisition or program management.
Must possess a current Secret security clearance.
Demonstrated experience managing agile, rapid, or non-traditional acquisition projects is required. Experience as an Assistant Program Manager (APM) or Product Manager is highly valuable.
Expert knowledge of alternative and rapid acquisition pathways (e.g., Middle Tier of Acquisition, Other Transaction Authority - OTA) in addition to the traditional DoD 5000 series.
Creative and adaptive problem-solving skills, with a proven ability to navigate ambiguity and develop novel solutions for unique requirements.
Strong understanding of lifecycle logistics and sustainment planning, particularly as it applies to unique or "one-off" systems without an organic support structure.
Superior ability to communicate complex project plans and risks to senior leadership.
Preferred Qualifications:
Master's degree is highly preferred.
TS/SCI Clearance
Project Management Professional (PMP) is highly preferred.
DAU (Defense Acquisition University) certification in Program Management (PM) at the Advanced level (or equivalent).
Work Environment
Location: This position is onsite in the Arlington, VA area.
Schedule: This is a full-time position operating during core business hours. Flexibility is required to support operational rhythms.
Travel: May be required up to 20% of the time to CONUS locations.
Collaboration: All team members are required to maintain a full virtual presence and actively participate in team meetings, discussions, and collaborative efforts via MS Teams, or other collaborative applications as directed during core business hours.
