We are seeking a Senior Manager, Project Program Management, to join our Strategy, Product and Operations team. The Senior Manager is responsible for leading and supporting multiple, large-scale projects including coordination, planning, development, implementation and execution efforts. This colleague will have primary accountability for collaborating with cross-functional teams to ensure seamless communication and coordination between sales, account management, sales support and other key business areas throughout the new business and renewal sales cycles. Other essential components of this role anticipating business and resource needs, setting priorities, establishing accountabilities, identifying and assessing risks and issues, adhering to timelines as well as executing and ensuring documentation is clear and concise. The ideal candidate will be able to work independently to identify requirements, research and resolve barriers to progress and influence team members to work with urgency.
Key Responsibilities
- Coach, mentor, and support Proposal Analysts to ensure high-quality deliverables and consistent adherence to proposal development standards.
- Review and provide oversight for RFP and RFI responses, ensuring accuracy, completeness, and strategic alignment.
- Supervise and manage the RMSS mailbox, including:
- Assigning RFPs to analysts based on complexity, priority, and capacity.
- Assessing RFP complexity and analyst workload to effectively balance resources and timelines.
- Lead assigned RFPs by gathering and synthesizing strategic, operational, and technical details from Sales teams and internal business partners.
- Partner closely with the Lead Director of Proposal Development to align proposal strategy, execution, and timelines.
- Enter and validate plan designs in MPDT, including:
- Evidence of Coverage (EOC)
- Summary of Coverage (SOC)
- Ensuring expected turnaround time (TAT) is met and completed prior to strategy calls.
- Proactively communicating with Underwriting (UW) to resolve questions or discrepancies before submission.
- Manage submissions to Product Quality Board (QB), including:
- Coordinating Medicare Advantage (MA) QB review to ensure plan designs align with MPDT entries and completing secondary quality checks.
- Routing Pharmacy (RX) components directly to the designated RX mailbox for review.
- Maintain and update annual proposal and performance statistics to support reporting, analysis, and continuous process improvement.
Required Qualifications
- 7+ years' experience in project / program management, sales support and operations, RFP / RFR / RFQ / RFI delivery, business planning; preferably within the healthcare or insurance industry
- Experience producing results by working within established timeframes, deadlines and understanding next steps
- Strong verbal and written communication, interpersonal, problem resolution and critical thinking skills
- Proven ability to influence and collaborate with business partners at all levels
- Experience presenting to audiences at all levels in an open and transparent way that quickly builds trust and respect
- Highly motivated self-starter with a growth mindset
- Confidence and courage to work independently, execute priorities, identify and initiate improvements without requiring step-by-step direction
Preferred Qualifications
- Proficient Medicare background
- PMP certification
Education
- Bachelor's degree required or equiv. work experience
- Advanced Degree preferred or equiv. work experience
Pay Range
The typical pay range for this role is:
$82,940.00 - $182,549.00
This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company’s equity award program.
