Raytheon’s Global Security Services’ Counterintelligence & Investigations (CI&I) organization is well-positioned to lead the way to protect Raytheon’s and Customers’ capital through safeguarding people, data, resources, and facilities from a myriad of known or suspected threats.
As the leader of the CI&I organization, you are Raytheon’s subject matter expert on all matters pertaining to the full range of detection, investigations and mitigation strategies as it pertains to Foreign Intelligence Entities (FIE) and Insider Threats (InT). Additionally, you will serve as Raytheon’s Insider Threat Program Senior Official (ITPSO) and be responsible for the strategic vision and driving a proactive operational execution of Raytheon’s robust and multifaceted Insider Threat Program (ITP). You will often represent Raytheon and GSS at the highest levels of senior leadership within Raytheon, as well as with our US Government customers and federal liaison partners.
This is a high visibility leadership position that requires a candidate who possesses impeccable leadership qualities, with an emphasis on possessing unparalleled ethical standards, decisive and independent decision making, executive level interpersonal skills, and ability to influence successful outcomes across functional boundaries. You must possess a demonstrated track record of success in an operational environment that equipped you with the expert knowledge, training, and experience in Counterintelligence (CI), Insider Threat, or other types of highly complex investigations. In addition to your operational expertise, you must also possess demonstrated success with leading geographically dispersed teams.

What You Will Do:
- Provide strategic direction to the CI&I team and continue fostering a world-class, best in industry program.
- Mentor, guide, and develop investigators; set priorities; manage workloads; and ensure consistent application of investigative standards.
- Chair Raytheon’s cross-functional Insider Threat Program Management Team (ITPMT).
- Leverage your robust network of internal leaders, US Government customers, and federal/state/local law enforcement liaison partners in the execution of Raytheon’s CI and InT initiatives.
- Partner and closely collaborate with Raytheon’s Strategic Business Unit (SBU) GSS leads to ensure all CI and InT expectations are being addressed with the respective SBU.
- Partner and closely collaborate with other GSS Center of Excellence (CoE) leads in executing GSS’ mission objectives.
- Provide executive level briefings on significant investigations that are related to the loss of company or government-related information and/or investigations that have the potential to cause harm to the company and its assets.
- Collaborate closely with and provide material support to all Raytheon FSOs in local execution of the Insider Threat Program (DCSA assessment support, briefings, consultation, etc.).
- Collaborate with and provide required metrics to RTX Corporate CI&I leadership.
- Collaborate and coordinate investigative actions with the RTX Global Ethics & Compliance and other internal and external stakeholders
Qualifications You Must Have:
- Typically requires: A University Degree or equivalent experience and minimum 12 years prior relevant experience, or An Advanced Degree in a related field and minimum 10 years experience
- Active and transferable U.S. Government issued Top-Secret clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
- Experience leading geographically dispersed investigative teams
- Experience leading highly detailed and complex internal investigations
- Experience leading cross-functional investigation in a complex, regulated environment
- Experience developing Threat Assessments and Risk Mitigation Strategies
Qualifications We Prefer
- Prior Law Enforcement investigative and leadership experience
- Five (5) or more years of prior InT program management and investigative experience
- Exceptional communication (written and verbal) and interpersonal skills to effectively brief, present, and communicate with a wide range of internal and external stakeholders
- Experience delivering risk appropriate briefings, in depth reporting, or advisories to security leadership, business leadership and project teams based on an analysis and evaluation of investigative findings, open source and security related intelligence
- Certification by a federal credentialing CI or investigative agency
- Insider Threat Manager Certification (ITPSO, Carnegie Mellon ITPM, etc.)
- Experience with investigations involving CI, SCI, SAP, and/or ITAR/EAR violations
- Familiarity with DoD Manual 5205.07 Volumes 1 thru 4
- B.A./B.S. in fields such as Criminal Justice Administration, International Security, Information Systems, International Relations, National Security, Cybersecurity, Business Management/Administration, or other related fields, and a minimum of 12 years of experience in Counterintelligence, Investigations, Law Enforcement, Internal Affairs Investigations, and/or Intelligence (e.g. Collections, Operations or Analysis).

The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels.
