The Commissioning Subject Matter Expert (SME) is a senior technical authority responsible for providing commissioning leadership across the delivery of data center and mission‑critical projects
The role represents the client’s operational and reliability interests, ensuring that all building systems are installed, tested, integrated, and validated to meet performance, resilience, redundancy, safety, and compliance requirements. The Commissioning SME supports projects from early design and commissioning strategy development through construction, Integrated Systems Testing (IST), operational readiness, and handover, with a strong focus on technical governance, systems integration, risk management, and performance assurance in fast‑track environments.

Commissioning Leadership & Project Delivery
Provide end‑to‑end commissioning technical oversight across data center projects from early design through handover and operational readiness. Act as the commissioning technical authority , advising the client on commissioning strategies, sequencing, risks, and technical options. Develop, review, and manage the project commissioning plan in alignment with Employer’s Requirements (ERs), operational objectives, and resilience criteria. Support development and implementation of commissioning strategies aligned with program, phasing, live environment constraints, and reliability targets.
undefined
Review design documentation to ensure systems are commissionable, testable, and operable, including: Mechanical, electrical, and plumbing (MEP) systems ELV, BMS, EPMS, DCIM, and control systems Fire detection, suppression, and life safety systems CSA interfaces impacting commissioning and access Ensure commissioning requirements are embedded in design specifications, sequences of operation, and control narratives. Verify compliance with: Local codes and authority requirements International standards and guidelines (e.g., ASHRAE, CIBSE, NFPA, IEC, ISO) Client data center commissioning and reliability standards (e.g., Uptime Institute, client-specific protocols) Participate in design reviews, technical workshops, constructability, and value engineering sessions with a commissioning focus.
undefined
Provide commissioning oversight during construction to ensure systems are installed in accordance with approved designs and commissioning requirements. Review and approve commissioning-related submittals, including: Pre-functional checklists (PFCs) Factory Acceptance Tests (FATs) Site Acceptance Tests (SATs) Commissioning procedures and scripts Conduct site inspections and readiness reviews to verify installation completeness prior to testing. Support resolution of commissioning-related RFIs, non‑conformances, and field changes. Monitor commissioning execution quality, documentation, and adherence to approved test protocols. Support punch list management and commissioning close‑out activities.
undefined
Coordinate closely with: MEP, ELV, IT, and CSA teams to ensure end‑to‑end system integration Contractors, vendors, and OEMs for testing, sequencing, and validation Commissioning authorities, third‑party testers, and client operations teams Ensure effective coordination of commissioning activities within construction and project schedules. Lead or support Integrated Systems Testing (IST), end‑to‑end testing, and failure scenario validation. Ensure smooth transition from construction completion to operational readiness.
undefined
Identify commissioning risks related to system integration, sequencing, redundancy, controls, and operational continuity. Support phased commissioning strategies, including brownfield and live environment projects where applicable. Contribute to value engineering initiatives while safeguarding performance, reliability, and maintainability. Provide technical input to change management, variations, and claims related to commissioning scope. Support schedule and cost impact assessments in coordination with project controls teams.
undefined
Commissioning of mission‑critical systems including: Electrical power systems (UPS, generators, switchgear, PDUs) Mechanical cooling systems (chillers, CRAH/CRAC, containment) Control systems (BMS, EPMS, DCIM) Fire protection and life safety systems Execution of Level 1–5 commissioning and Integrated Systems Testing (IST). Validation of redundancy, failover, and resilience under simulated fault conditions. Support operational readiness, training, SOP development, and handover documentation.
undefined
Act as the primary commissioning technical advisor to the client. Support senior leadership in managing client expectations related to performance, reliability, and readiness. Clearly present commissioning risks, test results, and readiness status to stakeholders. Coordinate with designers, contractors, vendors, and operations teams. Maintain accurate commissioning records, test results, and acceptance documentation.
