This position offers visibility and requires extensive contact with all proposal team members, subcontractors, customers, and RI&S Senior Leadership in the development of Cost proposals. This includes proposal development for ongoing programs, Engineering Change Proposals (ECP’s) and leading competitive new business pursuits. The ownership of this activity, in concert with the other proposal volume stakeholders, is key to winning new business. Activities include planning, leading and performing pricing and cost proposal development in accordance with customer requirements and current government regulations (FAR, TINA, CAS, etc), laws and company policies.

You will be responsible for all pricing support functions from pre-RFP activities through proposal negotiations. These activities include; forming, planning and guiding the proposal cost team, managing all cost volume development activities such as compiling cost, schedule and technical elements in accordance with the Request for Proposal (RFP) specifications and Federal Acquisitions Regulations (FAR). This role requires a high degree of independence, the ability to obtain program specific clearance(s), and perform work on-site at Raytheon facilities.

You will also provide training and mentoring to junior pricing analysts to ensure organizational capabilities are met and individual growth is accomplished. Developing relationships is critical to the success of this role, so you are committed to excellence and detail oriented.
Qualifications You Must Have

Typically requires a Bachelor’s and a minimum of 8 years prior relevant experience, or an Advanced Degree in a related field and a minimum of 5 years experience

Experience with MS Office

The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Experience working on competitive and sole source proposals in excess of $100 Million

Advanced knowledge of Federal Acquisition Regulations (FAR), Part 15, Cost Accounting Standards (CAS)

Course work towards or a Master's degree in Business Administration is also desirable

Must have ability to attain a Department of Defense (DoD) issued Secret Security clearance

Demonstrate ability to lead large cross functional teams in very dynamic environments with proven Proposal Management skills

Demonstrate ability to lead, manage and mentor a team of junior pricing analysts is required

Ability to work both independently (self-guided) and as an integral team member in a highly dynamic work environment

Utilize company estimating and pricing programs and tools, including Pro Pricer or similar pricing software

Ability to support cross functional teams (Program Manager, Engineers, etc) with developing compliant Basis of Estimates (BOE’s)

Excellent written and oral communication skills with demonstrated experience briefing all levels of Management

Experience in proposing different contract types (CPFF, CPIF, CPAF, FPIF, T&M, Incentive Fee) with an understanding of financial implications on program implementation of each contract type

Demonstrated ability to think strategically and be detailed oriented

The salary range for this role is 118,300 USD - 224,900 USD. The salary range provided is a good faith estimate representative of all experience levels.
