Advise and/or represent the organization on contract matters; Act as liaison between internal and external customers.

Review and interpret, negotiate, manage a variety of transactions, including Prime Contracts, Subcontracts with other primes, Other Transaction Agreements (OTAs), Non-Disclosure Agreements (NDAs), Associate Contractor Agreements (ACAs), Direct Commercial Sale Agreements, etc.

Review and assess US Government and commercial customer requests for proposals, identify proposal requirements and risks, assess intellectual property issues, review and redline terms and conditions, manage cost volume development, work with pricing and estimating to support proposal development, support gating and securing required management approvals, and support submission.

Review, interpret, summarize, redline, draft complex terms and conditions and other contract documents.

Negotiate complex customer contracts.

Recognize risk elements in business transactions and contracts and offer mitigation strategies/alternatives.
-
Provides strategic analysis, recommendations, and advice related to contract matters.

Ensure compliance with company policies, procedures and standards.

Understand forward pricing rates, cost structures, and other financial aspects of proposal and contract support.

Support global trade (ITAR/EAR) issues and CUI compliance requirements.

Work independently and report to a Senior Manager. May provide mentoring and oversight to other contract staff.

Multi-task routine and complex contract and proposal activities while responding to unplanned quick response requirements as they emerge.

Work autonomously with limited oversight.

Limited travel may be required.
Qualifications You Must Have:
-
Typically requires a University Degree or equivalent experience and a minimum of 8 years prior relevant experience, or an Advanced Degree in a related field and a minimum of 5 years prior relevant experience.

Current Top Secret security clearance required.

Experience engaging directly with customers.
-
Experience with US Government procurement and/or Other Transaction contracts.
-
Experience in applying and interpreting FAR, DFARS and other applicable US Government regulations in support of company proposal and contract administration activities.
-
Experience in interpreting, preparing and negotiating proposals and contracts, including terms and conditions, statements of work, milestones/deliverables, cost/price and fee/profit arrangements.
-
Willingness to support a hybrid role (mix of in person and remote).

Willingness to travel on a limited basis.

Experience in leading and/or administering U.S. Government contracts under the Federal Acquisition Regulations (FAR), and/or Defense Federal Acquisition Regulations Supplement (DFARS) (to include proposal preparation, contract negotiation, change management).

Experience working Sole Source Proposals, subject to the Truthful Cost or Pricing Data Act (commonly known as the TINA).

Experience negotiating complex commercial terms and conditions, potentially including software licensing, international sales, complex data rights.

Experience with OTAs, NDAs, and ACAs.

Experience working with universities and familiarity with the Office of Management and Budget (OMB) Uniform Guidance.

Experience dealing with Global Trade issues and familiarity with the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR).

Experience interpreting and ensuring business compliance with company policy.

Experience working in/with Supply Chain (Subcontracts/Purchasing).

Excellent time management and organizational skills are essential.

Strong skills in Microsoft Office and Adobe Acrobat.

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels.
