The consulting portfolio is the largest consulting team with $35M+ in annual revenue across 16 programs. The Program Manager role is a unique role, running a number of small programs that support Oracle technology, Cloud and modernization efforts and Operations & Maintenance support using industry best practices.
The MD market Program Manager is responsible for strategic growth, operational & delivery excellence, and financial performance within Oracle’s GDI sector. This role owns the end-to-end management of the programs, including business development & growth support, program execution and delivery, staff leadership, & client relationships. The Program Manager serves as a key interface between customers, delivery teams, and corporate leadership to ensure high-quality outcomes and sustainable growth

Internal Responsibilities
Key Responsibilities
Strategic Leadership & Growth
- Define and execute the long-term vision, strategy, and roadmap for the practice area in alignment with corporate objectives.
- Identify growth opportunities across federal agencies, contract vehicles, and mission domains.
- Partner with Business Development and capture teams to shape pipeline, support captures, and contribute to win strategies. Lead consulting capture of follow-on work to current programs within the area.
- Support proposal development, including solutioning, pricing input, staffing strategies, and customer engagement.
- Identify organic growth on programs and lead strategy to capture those opportunities; to include technical discussions, sales enablement, and leadership briefings.
- Represent the company’s interest in business development and client meetings.
Client & Stakeholder Management
- Serve as a trusted advisor to government customers and key stakeholders.
- Maintain strong relationships within client organizations, keeping an open line of communication for feedback on program performance and upsell opportunities.
- Ensure customer satisfaction, contract compliance, and high-quality delivery across all programs.
- Represent Oracle leadership in customer meetings, program reviews, and strategic discussions.
- Maintain and foster strong relationships with key stakeholders, including clients, partners, and Oracle internal teams.
- Report and resolve on program risks, issues and concerns and provide solutions on site challenges when they are raised.
Program & Delivery Oversight
- Lead end-to-end program management oversight for programs within the practice, ensuring ultimate success of the program, meeting cost, schedule, scope, and quality requirements. Serve as the primary point of contact for government clients, on technical delivery of the program(s).
- Monitor program health through KPIs, risk management, and corrective action plans as needed.
- Ensure compliance with federal acquisition regulations (FAR), agency-specific requirements, and internal policies.
- Drive continuous improvement in delivery processes, tools, and methodologies.
- Provide input to and participate in Oracle executive level meetings and briefings.
- Prepare monthly CDRL’s or other contract deliverables / outputs as directed by the client.
- Execute a risk management framework to properly escalate and mitigate risks that could affect the business.
Financial & P&L Management
- Own financial performance, including revenue, utilization, program forecasts, margin and other cost controls.
- Develop and manage budgets, staffing plans, and financial projections.
- Review and approve pricing strategies in coordination with Finance and Contracts.
- Identify and mitigate financial risks while maximizing profitability.
- Work closely with the finance team to ensure financial forecasts for future quarters are plotted and planned appropriately.
People Leadership & Talent Development
- Build, lead, and retain high-performing teams across multiple programs and contracts.
- Recruit key leadership and technical talent in collaboration with HR and Recruiting.
- Provide coaching, mentoring, and performance management to staff on program.
- Foster a culture of accountability, collaboration, and professional development.
Required Qualifications
- Bachelor’s degree in Business, Engineering, Information Technology, or a related field.
- 10+ years of experience in government contracting, including progressive leadership responsibility and project or program management support.
- Proven experience managing large, complex federal programs and/or portfolios.
- Demonstrated P&L ownership and financial management experience.
- Strong understanding of federal procurement, contracting vehicles, and compliance requirements.
- Experience supporting business development, capture, and proposal efforts.
- Excellent leadership, communication, and stakeholder management skills. Ability to brief upward to executive leadership.
- Must possess a security clearance aligned with the agencies being supported.
Preferred Qualifications
- Prior experience as a Practice Director, Portfolio Manager, Program Director or Program / Project Manager.
- Extensive experience working with Government clients within the Intel Community or DoD.
- Demonstrated ability to grow programs, retain staff, & build strong relationships with customers, team members, partners, and internal cross collaboration.
- Demonstrated experience with presenting white papers, creative solutions, performance feedback and using influential techniques drive the business forward.
- PMP certification and / or Framework knowledge highly desired.
- Agile based certifications (scrum, SAFe) and methodology knowledge a plus.
- Demonstrated experience in program delivery Contract Deliverables, SOP’s, PMP’s, etc.
