Oracle is seeking a Senior Data Center Cost Manager to support cost estimating, commercial analysis, forecasting, and project controls across complex capital projects and strategic initiatives.
This role serves as Oracle’s internal cost authority and owner representative for estimating, cost governance, commercial validation, and third-party Quantity Surveying oversight. The successful candidate will translate project scope, design maturity, market conditions, contractor pricing, and field execution realities into accurate estimates, cost models, forecasts, risk assessments, and executive decision support.
Expected site presence is approximately 30–50%, depending on project phase and business need – Abilene Texas
Internal Responsibilities
- Develop conceptual, budgetary, and detailed cost estimates across multi-discipline project scopes.
- Build and maintain cost models, parametric estimating tools, benchmark data, and cost databases.
- Prepare Basis of Estimate packages, cost forecasts, trend analyses, variance reports, and executive cost updates.
- Perform should-cost analysis, bid leveling, proposal normalization, contractor pricing reviews, and commercial evaluations.
- Identify cost risks, scope gaps, escalation exposure, contingency needs, and change order impacts.
- Validate contractor and vendor pricing through independent analysis and market benchmarking.
- Support budget development, project controls integration, portfolio cost visibility, and cost-related decision-making.
- Manage and govern third-party Quantity Surveying firms, including deliverable reviews, performance management, standards, and reporting requirements.
- Partner with project teams, procurement, construction, commercial stakeholders, contractors, consultants, and leadership to improve cost predictability and commercial rigor.
- Conduct periodic field engagement to validate assumptions, review productivity, assess quantities, and ensure forecasts align with actual project conditions.
Preferred Qualifications
- Extensive experience in cost estimating, cost controls, project controls, commercial analysis, or quantity surveying for large-scale capital projects.
- Experience with complex infrastructure, construction, data center, technology, or mission-critical environments.
- Strong knowledge of estimating methodologies, cost forecasting, labor productivity, escalation, contingency, change management, and cost risk analysis.
- Demonstrated ability to evaluate bids, validate contractor pricing, identify commercial risks, and develop executive-ready recommendations.
- Experience managing third-party QS firms, cost consultants, or external commercial advisors.
- Strong analytical, communication, stakeholder management, and cross-functional collaboration skills.
- Ability to challenge assumptions, influence stakeholders, and operate as a trusted advisor on capital investment and cost governance decisions.
