Position Overview
We are seeking a highly experienced Operational Test and Evaluation (OT&E) Support Contractor to provide on-site Advisory and Assistance Services (A&AS) to our testing teams. In this role, they will provide high-level process planning, execution support, and subject matter expertise to bolster government capabilities. The primary objective is to improve internal processes and products through non-decision-making A&AS support across all phases of operational test programs.
Key Responsibilities
The contractor shall provide comprehensive A&AS support to various aspects of test design, planning, execution, and reporting. Core duties include:
- Lifecycle Test Support: Assist on all phases of Department of War (DoW) operational test programs, from initial requirements creation and test design through to execution and final report generation. Ensure accurate requirements generation, robust test design, flawless test execution, and precise reporting.
- Platform-Specific Assessments: Directly support Operational Assessments (OA), Initial Operational Test and Evaluation (IOT&E), and Follow-on Operational Test and Evaluation (FOT&E) specifically for the T-38 Talon, TH-1H Iroquois, T-6 Texan, and T-7 Red Hawk platforms.
- Process and Product Improvement: Provide support to meet the strategic goal of enhancing and streamlining internal Squadron/Organization (SAS) processes and products.
- Analysis and Review: Contribute to in-depth reviews and analysis regarding test planning, test capabilities, test execution, and test reporting for tests and assessments of varying sizes and complexities.
- System Capability Validation: Assist in ensuring that weapons system capabilities are determined to be suitable, effective, and mission-capable. Ensure that any limitations, shortfalls, or risks associated with a capability are clearly defined, documented, and understood by leadership.
- Team Collaboration: Provide high-level process guidance and share operational test expertise to support and elevate overall team capabilities and proficiency.
Required Qualifications
- Experience: Significant background and proven experience executing DOW Operational Tests.
- Subject Matter Expertise: Deep understanding of the operational test lifecycle (requirements generation, test design, execution, and reporting).
- Analytical Skills: Strong ability to analyze test plans, capabilities, and reports, with a keen eye for identifying and clearly defining system limitations and risks.
- Communication: Excellent written and verbal communication skills for generating requirements, contributing to final reports, and advising government personnel.
- Clearance: Secret
Preferred Qualifications
- Previous work operating in consulting, advisory, or A&AS capacity within a DOW framework.
- Prior experience working in a test and evaluation organization such as U.S. Air Force Operational Test & Evaluation Center (AFOTEC), Air Force Test Center (AFTC), U.S. Navy Operational Test and Evaluation Force (OPTEVFOR), Naval Air Warfare Center Aircraft Division (NAWCAD), Marine Corps Operational Test and Evaluation Activity (MCOTEA), or U.S. Army Test and Evaluation Command (ATEC).
- Previous involvement working directly with the T-38, TH-1H, T-6, and/or T-7 platforms is highly desirable.
